Dhaka:More than eight crore land records have been digitized in Bangladesh, marking a significant milestone in the government's initiative to modernize land administration. This advancement aims to enhance accessibility, transparency, and efficiency in land-related services across the nation.
According to Bangladesh Sangbad Sangstha, the Ministry of Land's Digital Record Room reported that the digital database is expected to minimize the need for frequent visits to land offices, thereby saving time and expenses for citizens seeking access to land ownership records. Parvez Hasan, the project director for the ministry's digitization project, confirmed ongoing efforts to integrate all land records into a government-managed online system.
The initiative, supported by the United Nations Development Programme (UNDP), has already completed pilot activities in 11 upazilas. The ministry plans to submit a procurement proposal to the Cabinet Division to expand the project nationwide, pending approval and the completion of the tender process.
The digital database includes various land records categories, encompassing CS, SA, RS, and BS surveys, along with records updated through the electronic mutation system. Ministry officials have indicated that the online survey records database currently holds between 5.12 crore and 5.13 crore records. The e-mutation system is operational in 516 upazila and circle land offices, as well as 3,467 union land offices, processing nearly 500,000 mutation cases online each month.
The digitization effort also facilitates online land development tax collection and e-Porcha services, boosting government revenue. Between July 2024 and May 2025, the e-Porcha service alone generated about Taka 45 crore in revenue. Digital records help prospective land buyers verify plot numbers, ownership, and land areas before transactions and assist expatriates in accessing their land records from abroad.
Acting Land Secretary Md Emdadul Hoq Chowdhury emphasized the government's commitment to making land services more transparent and citizen-friendly through digital initiatives. Plans for infrastructure development, including constructing union land offices and integrated upazila land complexes, are underway. Additionally, the use of drones for land surveys is being considered to enhance data accuracy.
