Dhaka:Deputy Speaker of the Jatiya Sangsad, Barrister Kayser Kamal, has suggested that the opposition could form a shadow parliament as a means to strengthen the parliamentary system of democracy and ensure increased accountability of the executive branch.

According to Bangladesh Sangbad Sangstha, Kayser Kamal emphasized the importance of both ruling and opposition parties playing responsible roles to make parliament more effective. He highlighted the need for institutional reforms and accountability to ensure effective public services.

Speaking at the autumn festival and reception program for the 31st batch of the Institute of Education and Research at Dhaka University, Kamal referred to the Westminster parliamentary system. He noted that an effective shadow parliament could aid in reviewing government policies, cabinet activities, and decisions, while also presenting alternative proposals to improve parliamentary oversight.

Constructive criticism by the opposition, he stated, is crucial for reviewing government policies and ensuring accountability. Kamal warned that if parliament fails to function effectively, the country risks losing its way.

He called for institutional reforms, saying meaningful development is challenging without effective changes in bureaucracy, civil administration, and other state institutions. Strengthening reform initiatives is essential to make public institutions transparent, accountable, efficient, and people-oriented, he said.

Kamal also emphasized protecting democratic achievements and citizens' rights, including freedom of speech and expression. He recalled the contributions of Dhaka University students to historical movements, urging unity to preserve democratic gains.

He addressed the students directly, urging them to use their university life to develop intellectual abilities, ethical values, and a sense of responsibility, preparing to contribute positively to the nation.

Professor Hosne Ara Begum presided over the program, which was attended by teachers, students, invited guests, and representatives from various university departments and the Bangladesh Parliament Secretariat.
