Dhaka: The government has officially published the gazette notification for the new National Pay Scale 2026, which will be effective from July 1, 2026. As a result of this publication, government employees will receive arrears for the period from July 1 until the date of the gazette's issuance.
According to Bangladesh Sangbad Sangstha, the Finance Division issued the order on September 17, and the gazette was published today. The notification specifies that arrears under the new pay scale will be granted for the period starting July 1, 2026, up to the date of the issuance of the official order. The new pay scale, which was approved on August 31, marks the largest salary increase for civil servants since independence, doubling the basic salary at the highest grade and increasing the basic pay at the lowest grade by 142 percent.
The implementation of the revised basic salaries will occur in phases. Employees in Grades 10 to 20 will see 50 percent of their total basic salary increase added to their June 30, 2026, salary, effective from July 1 to December 31, 2026. This will rise to 75 percent from January 1 to June 30, 2027, with the full adjustment taking effect from July 1, 2027. For employees in Grades 1 to 9, 40 percent of the increase will be effective from July 1 to December 31, 2026, increasing to 70 percent from January 1, 2027, with the full adjustment from July 1, 2027.
Additionally, all existing allowances will continue at their current rates until December 31, 2027, with revised rates coming into effect on January 1, 2028. Pensioners will receive increased benefits in phases with arrears payable from July 1, 2026. Festival and Bengali New Year allowances will remain unchanged until December 31, 2027, with revised rates introduced from January 1, 2028.
The last national pay scale was established in 2015, where salaries increased by 95 percent in the highest grade and 101 percent in the lowest grade. Under the new structure, basic salaries for grades 1 to 10 will increase by up to 100 percent, while those for grades 11 to 20 will increase by up to 142 percent, with various allowances increasing proportionately.
The gazette, titled "Jobs (Salary and Allowances) Order, 2026," outlines house rent rates based on area and grade. Employees in grades from the lowest step of grade-20 to the highest step of grade-16 in Dhaka City Corporation areas will receive house rent at 60 percent of their basic salary. In other city corporations and municipal areas, house rent rates are slightly lower.
Earlier, on April 21, a 10-member committee led by Cabinet Secretary Nasimul Ghani was formed to recommend the implementation of the new pay structure. The committee finalized its recommendations, and nearly a decade since the Eighth Pay Commission, the Ninth National Pay Commission was established on July 27, 2025. The commission, headed by former finance secretary Zakir Ahmed Khan, submitted its report to Chief Adviser Professor Muhammad Yunus on January 21 this year.
