BB Extends Deadline for Card-to-MFS ‘Add Money’ Compliance Until Dec 31

Dhaka: Bangladesh Bank (BB) has extended the deadline for Mobile Financial Service (MFS) providers and scheduled banks to comply with specific regulatory requirements for the 'Add Money' facility from bank cards to personal MFS accounts until December 31, 2026. The central bank communicated this directive today through PSD-1 Circular Letter No. 03/2026, which adjusts the implementation timeline for instructions detailed under Serial Nos. 02 and 03 of its previous circular issued on May 19, 2026. According to Bangladesh Sangbad Sangstha, the circular mandates that MFS providers and scheduled banks that do not meet the stipulated requirements by the revised deadline will face a suspension of their card-to-MFS 'Add Money' service starting from January 1, 2027. This directive is issued under Section 18 of the Payment and Settlement Systems Act, 2024. Bangladesh Bank further clarified that the extension pertains solely to the implementation timeline for the two specified instructions. All other provisions within the original circular issued on May 19 will remain intact and must continue to be adhered to by the concerned parties.
