Dhaka: Deputy Speaker of the Bangladesh Jatiya Sangsad, Barrister Kayser Kamal, MP, emphasized the importance of a comprehensive understanding of the constitution and the rules of procedure among parliament members to strengthen parliamentary democracy. He asserted that such knowledge makes the parliament more effective, responsive, and accountable during an orientation programme titled 'Constitution, Rules of Procedure and Parliamentary Functions' at the Jatiya Sangsad Bhaban.
According to Bangladesh Sangbad Sangstha, the Deputy Speaker highlighted the necessity for MPs to grasp constitutional and parliamentary provisions to meet public expectations, actively participate in law-making, and oversee the executive effectively. He remarked that the constitution serves as the supreme law and the foundation for parliamentary democracy. By referencing Articles 64, 74, 76, and 78, he outlined the parliamentary framework, committee system, and the responsibilities and accountability of MPs in state governance.
Barrister Kayser Kamal explained that the rules of procedure are not just formal regulations but serve as a practical guide for parliamentary business. He stressed the need for MPs to clearly understand legislative functions, participate in question-answer sessions, submit notices, motions, and amendments, understand voting procedures, and utilize parliamentary instruments effectively.
During the orientation, he detailed constitutional fundamentals, parliamentary norms, procedures of debate, and the importance of standing committees and their role in executive accountability. He urged MPs to engage actively and constructively in debates to present public interest issues, reflecting the people's hopes, aspirations, and challenges.
The Deputy Speaker reiterated the accountability of the government, state institutions, and other bodies to parliament. He underscored the significance of quorum, maintaining discipline, and enhancing standing committees' effectiveness, especially in oversight and review roles. He also addressed the privileges and responsibilities of MPs, emphasizing their responsible exercise in a democratic manner.
He concluded by stating that parliament is not only a legislative body but the highest democratic institution representing people's interests. He noted that a responsible and knowledgeable approach by MPs significantly strengthens democratic institutions and enhances parliament's dignity. Kayser Kamal expressed optimism that such orientation programmes would boost the skills and confidence of MPs, contributing to improved parliamentary effectiveness.
The programme was attended by the Secretary of the Jatiya Sangsad Secretariat, UNDP representatives, senior parliament secretariat officials, and other concerned officials.
