Dhaka: Roads, Railways and Shipping Minister Sheikh Rabiul Alam emphasized on Thursday that not all collections within the road transport sector should be labeled as extortion. He clarified that money raised through mutual agreements among transport-related organizations does not constitute extortion, which he defined as forced payment.
According to United News of Bangladesh, the minister addressed journalists during a press briefing at the Secretariat, explaining the distinctions between voluntary contributions and extortion. He noted that owners' associations and workers' organizations often collect funds at fixed rates to support their welfare activities, a practice that has long been accepted informally. "When the money is given voluntarily, it cannot be called extortion. But if someone is compelled to pay, that is what should be considered extortion," he stated.
Minister Alam further elaborated that the collections made by owners' associations are primarily aimed at benefiting vehicle owners, although there may be debates over the proper utilization of these funds. The collections, he noted, are generally based on mutual understanding among members.
He also mentioned that various organizations, including labor welfare federations, collect funds in a similar manner. He acknowledged that labor bodies affiliated with the ruling party often have more influence in these matters. However, he assured that the Ministry of Road Transport and Bridges will not tolerate any collection of money through coercion in areas under its jurisdiction.
The minister added that while authorities will monitor collections to ensure no one is being deprived or funds misused, consensual collections among owners will be scrutinized for transparency.
He also touched upon traffic congestion issues, attributing unauthorized roadside markets along highways as significant contributors to jams. He emphasized the need for disciplined management of these activities.
Regarding Eid travel, Minister Alam highlighted the importance of effective holiday management to alleviate the hardships of homebound travelers. He mentioned plans to continue an extended holiday pattern and the implementation of new measures to enhance travel comfort, with further details expected to be disclosed within the next five to ten days.
