Dhaka: The government has officially issued the Tanguar and Hakaluki Haor Protection Order, a significant step aimed at preserving the environment and ecosystem of these areas from various threats. This initiative targets uncontrolled tourism, illegal sand extraction, and the use of banned fishing practices, among other detrimental activities.

According to Bangladesh Sangbad Sangstha, the order falls under Sections 22 and 27 of the Bangladesh Water Act, 2013, aligning with the nation's commitment to international environmental conventions. Among the prohibitions are hunting birds, including migratory species, and commercial duck farming in areas populated by migratory birds. The felling of trees and any damage to the aquatic forests are strictly banned.

The directive also forbids cutting branches of aquatic trees like Hijol and Koroch for creating enclosures or fish shelters. Tourists and vessels are restricted from entering ecologically sensitive zones identified by local authorities. The order mandates that no land alterations or natural water flow obstructions can occur without government approval and a thorough environmental and social impact assessment.

Further stipulations include banning activities that may disrupt the natural characteristics of the haor land and water. Educational trips and visits from foreign tourists require prior approval from district administration authorities. The order emphasizes that passenger limits on vessels must be adhered to, and no vessel may transport excess passengers or carry prohibited fishing equipment.

Tour operators are required to ensure tourist safety during adverse weather and uphold local cultural norms, prohibiting loud music and parties on boats. Operators must also avoid sound pollution and single-use plastics. Fishing with banned nets or electric shocks is strictly forbidden.

The extraction of natural resources within the haors without authorization is prohibited, and draining water bodies during dry seasons is not allowed. All waste discharge into haor waters is strictly restricted. Additionally, constructing paved roads in these areas requires stringent assessment and approval procedures.

Compliance with the protection order is mandatory, and violations are subject to punishment under the Bangladesh Water Act, 2013.
