Dhaka: The Ministry of Housing and Public Works has unveiled a comprehensive seven-point guideline aimed at streamlining services for the public and reducing corruption within its framework. This initiative seeks to simplify processes related to residential property transactions and ensure transparent service delivery.

According to Bangladesh Sangbad Sangstha, the newly introduced guideline eliminates the requirement for obtaining approval from the leasing authority for various transactions, including the purchase, donation, gift, mutation, transfer, power of attorney, or loan permissions for residential plots and flats. This move is expected to significantly reduce bureaucratic delays and enhance efficiency.

The guideline mandates that during the registration of a deed, the purchaser must pay a fee to the concerned authority through the sub-registry office. The fee is set at 2% of the deed value for land transfers involving developed flats or buildings, and 3% for transfers of only plots or land. This structured fee system aims to streamline the financial aspect of property transactions.

To prevent disputes over ownership and ensure accurate maintenance of ownership records, the guideline requires purchasers or deed recipients to submit certified copies of executed deeds and relevant mutation records to the lessor organization within 90 days of deed execution. This measure is intended to maintain transparency and accountability in property ownership records.

In addition to these critical changes, the ministry has outlined several other guidelines to facilitate easier service access under the public works ministry and its subordinate offices. These efforts are part of a broader initiative to enhance public service delivery and curb corruption within the housing sector.
