Dhaka: National Consensus Commission Vice-Chairman Professor Dr. Ali Riaz announced that the commission might recommend the government issue a 'Constitutional Order' to implement the constitutional recommendations of the July National Charter 2025. 'Experts have provided a consolidated opinion, recommending that the government may issue a 'Constitutional Order' based on the 22-point declaration of the July Charter to implement the charter's constitutional recommendations, and that order may later receive final approval from the people through a referendum,' he stated.
According to Bangladesh Sangbad Sangstha, Prof Riaz shared these insights with reporters after the third day of discussions with political parties at the Foreign Service Academy. He explained that experts had initially suggested two alternatives-a referendum and a constitutional order-but have now converged on a final opinion. The proposal involves promulgating a Constitutional Order for implementing the Charter's recommendations, with this order potentially receiving final approval through a referendum held concurrently with the next national election.
Justice Md Emdadul Haque, Dr. Iftekharuzzaman, Dr. Badiul Alam Majumdar, Dr. Md Ayub Mia, and Monir Haider, Special Assistant to the Chief Adviser, were also present during the briefing. Prof Riaz indicated that political parties have been informed of the experts' opinions. He noted that while several political parties suggested seeking the Supreme Court's opinion under Article 106 of the Constitution, there were differing views on this matter.
Prof Ali Riaz expressed optimism that political parties would continue their discussions and eventually reach a consensus on implementing the July Charter. Representatives from around 30 political parties, including Bangladesh Nationalist Party (BNP), Bangladesh Jamaat-e-Islami, National Citizen Party (NCP), Ganadhikar Parishad, Ganasamhati Andolon, Communist Party of Bangladesh (CPB), Revolutionary Workers Party, and Amar Bangladesh (AB) Party, participated in today's discussions with the commission.
