Civil service serves people at doorsteps: Minister Gupta

Kathmandu: Minister for Federal Affairs and General Administration, Raj Kumar Gupta, has said the civil service is a permanent government, and has become a centre of public trust. It is the civil service that reaches people’s doorsteps and solves their problems, he reminded.

In a programme organized on the occasion of Civil Service Day today, Minister Gupta said it was necessary to boost the morale of the civil servants who are continuously working for the country and people despite limited resources, means and wages.

“Providing technology-friendly services through capacity development of employees is the need of the hour,” he stressed.

He hoped the new Federal Civil Service Act will wipe out confusion in the bureaucracy and make service delivery effective, for which ministry was working. Smooth service delivery and robust coordination among all local and province governments is imperative, according to the Minister.

On the occasion, Chief Secretary Ek Narayan Aryal said Nepal’s civil service had succeede
d in establishing itself as a reliable mechanism of the country with its unique identity. He said, “It is the civil service that played its part in ensuring national achievements so far. The practices substantiate that Nepal’s civil service was capable of overcoming the challenges facing the country and people.”

Ministry Secretary Bharatmani Subedi said employees need reviewing their habits and practices for citizen-friendly administration in the wake of federal system in place. He said, “Winning public trust and earning credibility to government service requires enhanced and effective services along with shift in traditional governance practices.”

Despite having federalism in place, the central government alone consumes 53,000 of civil servants out of 86,000 employees.

On that occasion, President of the Nepal National Employees Association, Lekhnath Koirala, demanded early formulation of the Federal Civil Service Act.
