Awami League: A journey from Rose Garden to Ganabhaban

Bangladesh Awami League, the traditional and oldest political party, was born on June 23 in 1949 and it became a popular political party among the mass people in this part of the world by way of immense sacrifices and utmost dedication of Bangabandhu Sheikh Mujibur Rahman, who eventually became Bangabandhu and later Father of Independent Bangladesh. Now AL is invariable and also an inseparable part of Bangalee nation as the history of the party means the story of struggle and glory of the Bangalees. Awami League, which will mark its 75th founding anniversary tomorrow, was the torchbearer of glorious history and heritage of all democratic movements of this soil. The country achieved independence under the leadership of the oldest and biggest political party Awami League, which is also the pioneer of democratic and non-communal spirit of the country. From the very beginning, Awami League has been leading the socio-political trend of the country amid different struggles and movements over the seven decades. After the Liberation War, the party's leader Father of the Nation Bangabandhu Sheikh Mujibur Rahman began to build Bangladesh with a non-communal spirit. Following the footprints of her father's ideology, Prime Minister Sheikh Hasina is taking ahead the country in an indomitable speed towards massive development and progress. On June 23 in 1949, a new political party named Awami Muslim League was formed from a meeting of the supporters of Hussein Shaheed Suhrawardy at the Rose Garden situated in KM Das Lane, old Dhaka. Coming out from Muslim League, progressive leaders and activists later formed Awami Muslim League. It was the first opposition party in the then East Bengal (later renamed as East Pakistan). Maulana Abdul Hamid Khan Bhashani and Shamsul Haq of Tangail became the party's President and General Secretary respectively while Sheikh Mujibur Rahman, who was in jail, was made Joint Secretary. In a process of secularization, the word 'Muslim' was later dropped from the name of the party. Bangaban dhu Sheikh Mujibur Rahman came to the leadership of Awami League in its 1966 Council. Later, he became the unparalleled leader of Bangalee nation and architect of independent Bangladesh and Father of the Nation. Awami League led the Mass Upsurge against the Pakistani occupation force in 1969, prompting it to join the Liberation War in 1971 to free the people from the centuries-old subordination. Awami League became leaderless after the assassination of Bangabandhu and most of his family members on August 15, 1975 and killing of four national leaders inside the Dhaka Central Jail on November 3 in the same year. Bangabandhu's daughter Sheikh Hasina took the helm of Awami League after returning to the country in 1981. She again united the party. She has been leading the party for three decades and formed the government fifth times side by side with waging different democratic movements. After the independence, Awami League was in power around three and a half years before the assassination of Bangabandhu a nd five years from 1996 to 2001 under the leadership of Sheikh Hasina. The party is now running the country under the leadership of Sheikh Hasina after coming to power in 2009. After the defeat in the 2001 general election, Awami League waged a successful movement against the then BNP-Jamaat led alliance government. In 2007, the military-backed caretaker government declared a state of emergency. Awami League President Sheikh Hasina and top leaders of the party were arrested. As a result, the party was in crisis during that period. But, overcoming all hurdles and hostilities, Awami League and grand alliance under the leadership of Sheikh Hasina achieved a landslide victory on December 29, 2008 national election. On January 6, 2009, a grand alliance led by Awami League formed the government. Sheikh Hasina became prime minister for the third time when Awami League formed the government after winning the January 5, 2014 general elections. In the general election on December 30 in 2018, the people of Banglad esh again gave their absolute mandate to Awami League to form a government for a record third straight term. In the general election on January 7 in 2024, the people of Bangladesh again gave their absolute mandate to Awami League to form a government for a record fourth straight term. Awami League President Sheikh Hasina became the prime minister for the fifth time and fourth in a row. As per the electoral pledges, Awami League government has been working relentlessly to build a poverty and hunger free, advanced and ICT- based, prosperous Bangladesh and thus to turn the country into a developed 'Smart Bangladesh' by 2041. Bangladesh receives $900m WB financing to increase economic, urban resilience

The World Bank (WB)'s Board of Executive Directors yesterday approved two projects totaling US$900 million to help Bangladesh strengthen fiscal and financial sector policies and improve urban infrastructure and management to ensure sustainable and climate-resilient growth. "Decisive reforms will help Bangladesh sustain growth and strengthen resilience to climate change and other shocks," said Abdoulaye Seck, World Bank Country Director for Bangladesh and Bhutan. "These new financing operations will help Bangladesh in two critical areas-- the financial sector and urban management-- to achieve its vision of upper middle-income status," he added. The Second Recovery and Resilience Development Policy Credit ($500 million)- the last in a series of two credits-supports fiscal and financial sector reforms to accelerate sustainable growth and build resilience to future shocks, including climate change, said a press release. The programme supports the transition from trade taxes to consumption and inc ome taxes, which will help Bangladesh strengthen competitiveness and prepare for LDC graduation. It will help institutionalize the public procurement authority responsible for the electronic government procurement (e-GP system), which will cut down the average e-GP procurement lead time from 70 days to 55 days. It supports stronger banking sector oversight and improved management of National Savings Certificates. It will also help improve the efficiency and targeting of cash-based social protection programmes and scales up public and private climate adaptation and mitigation investments. "A well-functioning financial sector is critical for Bangladesh to increase investment and improve access to finance for those left out of formal banking systems," said Bernard Haven, World Bank Senior Economist and Task Team Leader for the programme. "The government has adopted strong macroeconomic reforms to address external imbalances and a new legislative framework to strengthen the financial sector," Have n added. The financing will help streamline the bank recovery framework, implementing a prompt corrective action framework to address undercapitalized banks. It will also bolster social protection programs, safeguarding the most vulnerable during economic downturns and natural disasters. The Resilient Urban and Territorial Development Project ($400 million) will help improve climate-resilient and gender-responsive urban infrastructure and urban management capacities in seven city clusters along the economic corridor covering over 950 kilometers of the highway from Cox Bazaar, in the south of Bangladesh to Panchagarh, in the north of the country Bangladesh. In 2021, about 38% of the country's population lived in urban areas. This number is projected to rise to 60 percent by 2050. The trend of urbanization has largely been driven by the rapid growth of manufacturing sector jobs in the Dhaka metro area, making Dhaka one of the most densely populated cities in the world. Climate resilient developme nt in secondary cities will help absorb climate migrants while helping reduce congestion in Dhaka. The project prioritizes coordinated investment in infrastructure and planning across these cities, ensuring a holistic approach compared to individual city plans. The project will help provide investments to support the development of strategically important corridors and city clusters. It will help create jobs, enhance rural-urban linkages and transition, and strengthen food supply chains, and link to domestic markets and global value chains. It will improve connectivity between the selected cities and surrounding Union Parishads by improving roads and bus terminals and also create new economic opportunities by enhancing facilities for tourism, open spaces, and others. The infrastructure designs will incorporate the needs of female users and green building features including rainwater harvesting. "This will be the first in a series of projects helping build resilience to climate change and creat e new opportunities and jobs in secondary cities through spatially targeted investments," said Kwabena Amankwah-Ayeh, World Bank Senior Urban Development Specialist and Task Team Leader for the project. "Developing secondary cities as growth hubs will be critical for the country's sustainable growth." Kwabena added. Selected municipalities and city corporations will receive subgrants for investing in climate-resilient and gender responsive infrastructure. The selected cities will be able to increase revenues by 20pc. They will form Town-Level Coordinating Committees, where at least one-third of the members will be women. The World Bank was among the first development partners to support Bangladesh following its independence. Since then, the World Bank has committed about $41 billion in grants and interest-free credits to Bangladesh. In recent years, Bangladesh has been among the largest recipients of the World Bank's interest-free credits. Source: Bangladesh Sangbad Sangstha
