Ministries, Divisions asked to send budget execution plan by Oct 8

The Ministry of Finance has asked all ministries

and divisions to send their budget implementation plan by October 8 this year

and the budget implementation monitoring report within a month after the end

of each quarter.

The Finance Ministry made the call through a circular issued yesterday signed

by additional secretary (budget-1) Shirajun Nur Chowdhury.

It said some activities announced in the last three fiscal years are still

being implemented and some plans have been announced in the national budget

for fiscal year 2023-24.

So, it is necessary now to take specific and time-bound plans at the

beginning of a financial year to ensure their proper and timely

implementation.

The finance ministry said Ministries and Divisions adopt a go-slow policy for

revenue collection at the beginning of a fiscal year, but at the end of a

year they take different steps for utility bill payment, purchase of

construction materials and maintenance work.

As a result, the government has to assume some unplanned debts at the end of

a fiscal year because of the steps taken at the last moment, which hamper

ensuring fiscal discipline in the economy, the circular added.

AL will remain in power as long as people want: Matia

Deputy Leader of the Jatiya Sangsad (JS) and Awami League (AL) Presidium Member Matia Chowdhury today the party-AL will stay in power as long as the country's people want.

"AL will stay in power as long as the country's people want. We will not bow down our heads to the foreign evil-forces. We are accountable to the people of the country," she said.

The veteran AL leader was addressing a cheques distribution programme of the Mujib Shoto Borsho at Nalitabari and Nakla Upazilas here.

Matia further said that anti-liberation evil-forces are plotting against Awami League at home and abroad. They are trying to distract the country's development spree through their conspiracies, she added.

She urged all party leaders and workers to remain united to stand against these conspiracies.

With Upazila Nirbahi Officer (UNO) Khristfar Himel Richil in the chair, the programme was attended, among others, by Deputy Commissioner Abdullah Al Khairum, Police Superintendent Monalisa Begum, Municipal Mayor Abu Bakar Siddique, Upazila unit of AL President Mustafa Kamal, General Secretary Waz Karuni and Joint General Secretary Farooq Ahmed Bakul.

President pays glowing tributes to Shaheed Moyezuddin

President Mohammed Shahabuddin today paid rich tributes to the memories of former Awami League (AL) leader and lawmaker, martyr of anti-autocracy movement and valiant freedom fighter Shaheed Mohammad Moyezuddin marking his 39th death anniversary.

The death anniversary of Mohammad Moyezuddin was observed through various programmes in befitting manner today.

"On the 39th death anniversary of the eminent politician and Shaheed Mohammad Moyezuddin, I pay my deepest respect to his memory," the head of the state said in a message.

The president said, apart from politics, Moyezuddin was involved in various public related services and organizations including Bangladesh Red Cross Society.

He was awarded the 'Swadhinata Padak' for his glorious role in the War of Liberation, Shahabuddin said.

The president prayed for eternal peace of the soul of Moyezuddin.

Moyezuddin was the first martyr as a politician in the anti-autocracy movement against military dictator HM Ershad in 1984.

Moyezuddin, a celebrated son of Gazipur district, was the convener of Mujib Fund, which was formed to bear the expanses of conducting the Agaratala Conspiracy Case filed against Father of the Nation Bangabandhu Sheikh Mujibur Rahman and others and also convener of the committee formed to conduct the case.

He served as general secretary of greater Dhaka district unit of Awami League and he became president of the committee later.

He was elected a member of Provincial Assembly and Jatiya Sangsad in 1970 and 1973 respectively from Gazipur-Kaliganj constituency.

Moyezuddin, father of former State Minister for Women and Children affairs Meher Afroz Chumki, was killed by a criminal gang on September 27 in 1984 while he was leading a protest procession at Kaliganj during the anti-autocracy movement.

Moyezuddin was born on March 17 in 1930 at Kaliganj Upazila of Gazipur District. His father was Md Surat Ali and mother's name was Mosammat Sohor Banu.

BNP hatches conspiracy against country: Nasim

Awami League (AL) Joint General Secretary AFM Bahauddin Nasim today said BNP is hatching conspiracy against the country's democracy.

"BNP wants to kill democracy and establish autocracy in the country," he told a discussion of Awami Swechchhasebak League marking 77th birth day of Prime Minister Sheikh Hasina at Bangabandhu Sheikh Mujib Medical University Auditorium.

Nasim said BNP wants to destroy the spirit of communal harmony and transform the country into a Taliban State. BNP is spreading falsehood against the incumbent government and trying to confuse the countrymen, he said.

The anti-liberation forces are hatching conspiracy to kill AL President Sheikh Hasina, he said and urged all to remain alert against BNP's any sorts of conspiracy.

Bangladesh Awami Swechchhasebak League President Gazi Mesbahul Hossain Sachchu presided over the meeting and its General Secretary Afzalur Rahman Babu moderated it.

CJ stresses govt initiative for translating laws to Bangla

Newly appointed Chief Justice Obaidul Hassan today laid emphasis on government's effort for translating old laws to Bangla, hoping that the ministry of law would be asked to take the initiative in this regard.

"The old laws are still in English, which are needed to be translated. We need such translators, who can do the job. Government has to take initiative. I hope the ministers, who are present here, would ask the ministry of law to take the initiative to translate the laws," he said.

The chief justice came up with the observations while addressing a civic reception accorded to him by Greater Mymensingh Samity, Dhaka, at Sheikh Fazilatunnesa Mujib Auditorium of National Museum here in the capital this afternoon.

"Most of the law books are in English. The laws formulated in the country after 1984 are in Bangla, but the laws formulated before 1984 are in English. It is not that hard but also not that easy to translate the laws to Bangla, as the legal languages are little different," Chief Justice Obaidul Hassan further said.

Emphasizing on making the Bangla translation euphonical and understandable, the chief justice said the translation made by the current apps that is being used by the Supreme Court to translate judgments to Bangla, is like 'mechanical Bangla'.

"Many of our judges are delivering judgments into Bangla. They are trying to do it. But sadly, if you read the Bangla translation made by the apps, you would forget our euphonical Bangla. In spite of these, we are trying," he added.

Chief Justice Obaidul Hassan urged, Posts and Telecommunications Minister Mustafa Jabbar, an IT expert himself and who was present at the function, to try to innovate an easier app, that can translate the English laws to Bangla, that can be understood by a villager as well.

Presided over by Greater Mymensingh Samity, Dhaka, president and Prime Minister's former principal secretary Md Abul Kalam Azad, the function was also addressed by Posts and Telecommunications Minister Mustafa Jabbar, State Minister for Social Welfare Ashraf Ali Khan Khasru, former information minister Abul Kalam Azad and Greater Mymensingh Samity, Dhaka, general secretary and chief of Dhaka Metropolitan Police's detective branch Mohammad Harun-or-Rashid, among others.

Eid-e-Miladunnabi observed at Azimpur Dayera Sharif

A 12-day Eid-e-Miladunnabi programme concluded at the century-old Azimpur Dayera Sharif in the capital on Wednesday.

According to the tradition spanning 263 years, this observance began on the first day of the Arabic month of Rabi' ul-Awwal and continued until the 12th of the month.

The religious event was celebrated with a discussion on the life of Prophet Muhammad (PBUH) and recitations of durud, zikir, and doa, said a press release.

The present custodian of Azimpur Dayera Sharif and spiritual leader, Shah Sufi Sayed Alhaj Hazrat Maulana Enamullah Zuhaer, conducted the proceedings of the 12-day event.

He also led the final supplication at the congregation attended by nearly ten thousand devotees.

Among others, Shah Sufi Sayed Alhaj Assem Billah, Maulana Abdul Majid Deowan and Mufti Mizanur Rahman Rayhan took part in the discussion.

Prayers were also offered for the well-being of all the descendants of Hazrat Shah Sufi Syed Mohammad Dayem (R), who founded Azimpur Dayera Sharif.

A special prayer was offered for late Maulana Shah Sufi Sayed Ahmadullah Zobair, the immediate past pir of Dayera Sharif, who passed away recently.

Prayers were extended for the progress of the country and the overall well-being of the Muslim Ummah.

Govt drawn attention to curb inflation, black marketing

Parliamentarians have suggested the government to remain aware and vigilant against exorbitant inflation and black marketing in the daily consumable items including sugar as the major festivals such as Dashain and Tihar were nearby.

A majority of the parliamentarians attending the meeting of the Public Account Committee under the House of Representatives on Wednesday said artificial shortage on the daily consumable goods could be created during the festival and thus brought this matter to the knowledge of government.

Gokul Prasad Banskota emphasized the need of ensuring people's right to avail the daily essentials at an affordable price. He claimed that the shortage of sugar in the market, especially during the festival season, was due to giving select persons privileges and support from government for the manufacturers and importers.

Likewise, Rajendra Prasad Lingden appealed to the government to pay timely attention to the plight of the consumers who were bearing the brunt of black marketing and inflation.

Achyut Mainali and Dev Prasad Timalsina expressed concern over the undue advantage that were being taken by others than real farmers when it came to chemical fertilizers.

Arjun Narshing KC urged the government to take necessary steps as, he said, that the general public were bearing the brunt of black marketeering of food items as the festivals near.

Ram Krishna Yadav demanded strict actions against those business persons involved in hoarding things, thereby leaving consumers at lurch.

Lekhnath Dahal requested the Committee members to prioritize effective discussion within the committees and to take stock of the complaints and status of implementation of the decisions in the past to increase the effectiveness of the Committee.

Yogesh Bhattarai, analyzing the state of the State coffers during the formation of the incumbent government, criticized that it was a clear violation of the government's policy on cutting down the public expenses by not buying new vehicles and not travelling abroad except for essentials.

Shyam Kumar Ghimire questioned how long would the public corporations would sustain with the grants and subsidizes provided by the government due to their bleak financial conditions. He demanded effective market monitoring to curb the black marketing of the daily consumable items.

Committee member Amanlal Modi said that it was necessary to demand information about the status and implementation of the decisions made by the Committee.

Manish Jha called for making the discussions of the Committee public employing social media and asked the government to stop the trend of procuring sugar from abroad at a reasonable price and putting a sticker in the packet here falsely portraying the sugar produced domestically.

Sanjay Kumar Gautam spoke of the need to prod the government to prevent policy corruption and to deliver concrete works.

Committee's President Rishikesh Pokharel urged the committee members to present their suggestions regarding prioritization of the clearance of arrears since the Committee is due to deliberate on it.

Public holiday in Madhes tomorrow

The Madhes province government has announced a public holiday on Thursday on the occasion of birthday of Prophet Muhammad, a festival for people from the Muslim community.

Issuing a notice here today, Acting Secretary at the Ministry of Home, Communications and Law, Uttam Prasad Kharel, has said that a public holiday has been declared for September 28 on the occasion of the Prophet Muhammad's birthday, a special festival of the Muslim community.

South Korea to assist Nepal in graduating from LDC status by 2026

South Korea has said it would always be a partner to Nepal preparing to graduate from the least developed country status in 2026.

During an event organized on the occasion of the National Day of South Korea in Kathmandu on Wednesday, Korean Ambassador to Nepal, Tea-Young Park, shared that Korean government has designated Nepal as a priority cooperation country for 15 consecutive years in development cooperation focusing on vocational training, health, agriculture, and ICT.

"Over the past 30 years, KOICA has implemented 157 development projects and provided degrees or training opportunities to Korea to around 2,000 Nepali people."

Korea is the fourth largest foreign investor for Nepal. Samsung Electronics has been operating a state-of-the-art TV factory since last April.

He further viewed a Nepali company, in partnership with Hyundai Motors, is preparing to start Nepal’s first automobile production in Nawalparasi in the first half of next year. A Korean wig company, Mandumo, invested here and hired 680 Nepali women, Park added.

According to him, a bilateral investment treaty with Nepal is necessary to attract more investments by Korean companies. Korea is working on it, he shared.

He shared that South Korea is in the process of constructing its third hydropower plant in Nepal. The Korean government and companies completed the Modi Khola Hydropower Plant in 2000 and the Chameliya I in 2018. The 216-megawatt Upper Trishili-1 hydropower plant is under construction for its operation in 2027. Korea will continue to cooperate in realizing Nepal's hydropower development potential.

In his address, Park further stated that Nepal has secured the top position among Korea's 16 EPS partner nations for the first time this year. Throughout this year, opportunities to work in Korea have been provided to 20,000 individuals.

Since 2007, over 100,000 Nepali migrant workers have worked in Korea on equal terms with Koreans.

Moreover, he viewed Nepal and Korea share many historical and cultural similarities. As many as 30,000 Koreans visit Nepal every year for trekking in the Himalayas, and pilgrimage to Lumbini, the birthplace of Buddha. Many young Nepali people are learning taekwondo and enjoying K-Pop.

Korea and Nepal are approaching the 50th anniversary of diplomatic relations next year.

Various dignitaries, including Vice President Ramsahaya Prasad Yadav, attend the programme.

IBN signs agreement with Malaysian company for chemical fertilizer factory

The Investment Board, Nepal and a Malaysian company have signed an agreement for conducting a feasibility study for establishment of a chemical fertilizer factory in Nepal.

IBN Chief Executive Officer Sushil Bhatta and Re-Nicola's Managing Director Bomhidi Abdelali signed the contract from their respective sides amidst a programme on Wednesday. Re-Nicola is a Malaysian company.

Issuing a press release, IBN shared that the agreement was reached to establish a factory of chemical fertilizer- green ammonia and calcium ammonium nitrate. As per agreement, Re-Nicola is obliged to submit a detailed feasibility study within 24 months of agreement.

SAFF U-19 Championship Football: India defeats Nepal in tie-breaker

Nepal has lost to India in the semi-final of the SAFF U-19 Championship football tournament.

In the match held today at Dasharath Stadium in Tripureshwar, Nepal lost to India in a tiebreaker by 2-3.

The match ended in a 1-1 draw in the regulation and added time, thereby leading to the penalty shootout. In the tiebreaker, Nepal's Prashant Laxam Limbu, Laxman Thapa and Bikram Tamang failed to score while Ashwin Ghorasini and Kushal Deuba scored.

Similarly, for India, two players missed while three scored.

Earlier, India took the first lead after scoring in the 26th minute of the game. Sahil Khursheed scored for India.

However, in the 74th minute of the match, Samir Tamang scored a goal on behalf of the hosts to bring the game to 1-1 tie.

Following the win, India will play against Pakistan in the final match to be held this Saturday.

PM Dahal, CPC Secretary Wang meet

Prime Minister Pushpa Kamal Dahal 'Prachanda' and Secretary of the CPC Xizang Autonomous Regional Committee, Tibet, Wang Junzheng, held a meeting here on Wednesday. Prime Minister Dahal is on a week-long official visit to China.

On the occasion, Prime Minister Dahal said his China visit has been very exciting, adding it has made a significant contribution to take Nepal-China relations to a new height under leadership of Wang as the Chinese government has given responsibility of in-charge of Nepal-China relations to Wang.

He further mentioned that the government of Nepal was ready to collaborate in every sector for the bilateral interests between Nepal and China.

Similarly, Secretary Wang said they were very happy from China and Tibet visit of Prime Minister Dahal, adding he would be more active to take China-Nepal relations to a new height.

The members of the Nepali delegation led by PM Dahal were also present on the occasion. Secretary Wang hosted a dinner in honour of Prime Minister Dahal today itself.
