Dhading bus accident: Four deceased identified

Malekhu (Dhading), Aug 23: Identity of four of eight deceased in the Dhading bus accident has been established. The deceased have been identified as Than Bahadur Bhandari, 50, of Raghuganga-3 in Myagdi district, Kritika Sharma Paudel, 15, of Modi-1 in Parbat district, Sushil Ramtel, around 20, of Gajuri-8 in Dhading district and Suman Thapa, 24, of Fulbari-11 in Kaski district.

At least eight people (six men and two women) were killed on the spot, and over a dozen others injured when a passenger bus (Province 3-01-005 Kha 9952) skidded off the road and fell into the Trishuli river at Chhahara of Chalise in Gajuri Rural Municipality-2, Dhading. The bus was headed to Beni of Myagdi district from Kathmandu.

At least 17 injured people were rescued, and of them 13 were sent to Kathmandu for treatment, and four others are receiving care in local health institutions, said Superintendent of Police Gautam Mishra. A team of divers is searching for the missing ones, he said. A joint team of Nepal Army, Nepal Police, Armed Police Force and local people was deployed for the rescue efforts.

High-level commission to be formed to probe gold smuggling incidences

Kathmandu, Aug 23: The nationally-recognized political parties represented in the parliament have agreed to form a commission for investigating into the gold smuggling cases so far. A meeting of these parties held today at the Office of the Prime Minister and Council of Ministers has agreed to constitute such commission next month.

The Chief Whips of seven various political parties represented in the parliament have signed on the agreement to this end. Agreement has been reached according to which the government will form a commission this September 22 to conduct an independent and fair investigation into the smuggling of goods including gold into the country that has been taking place from time to time, taking the matter seriously.

The commission to be formed as per the Investigation Commission Act, 2026 BS will be tasked with also studying the studies carried out in connection with such smuggling cases and submit its report along with recommendations. The commission will start its work from September 22 itself.

The Department of Revenue Investigation had, on July 19, confiscated a large cache of gold smuggled in through Tribhuvan International Airport from Sinamangal.

The main opposition party, CPN (UML) has been continuously obstructing the parliament taking over the issue and calling for a high-level investigation committee to probe it. It is believed that the deadlock in parliament would be removed after the agreement reached among the major parties today.

It is believed that the commission will not influence the investigation being carried out by the Nepal Police's Central Investigation Bureau (CIB). The commission shall also submit to the government suggestions related to policy reforms to be made to prevent the smuggling.

As per the agreement, CIB itself shall carry out impartial investigation and bring those involved in the smuggling into the ambit of legal action and also prosecute them.

Chief Whips of the Nepali Congress, the CPN (UML), the CPN (Maoist Centre), the Rastriya Swatantra Party, the Rastriya Prajatantra Party, the Janata Samjbadi Party and the Janamat Party respectively Ramesh Lekhak, Padam Giri, Hitraj Pandey, Santosh Pariyar, Gyan Bahadur Shahi, Pradip Yadav and Abdul Khan have signed on the agreement.

Prime Minister Dahal, Nepali Congress president Sher Bahadur Deuba, CPN (UML) Chair KP Sharma Oli, among top leaders had participated in the meeting.

PM Dahal expresses sorrow over Dhading bus accident

Kathmandu, Aug 23: Prime Minister Pushpa Kamal Dahal 'Prachanda' has expressed his grief over the Dhading bus accident. At least eight people were killed and over a dozen others injured when a passenger bus skidded off the road and plunged into the Trishuli river at Gajuri Rural Municipality-2 in Dhading district today. The bus was going to Beni of Myagdi district from Kathmandu.

Offering his condolences, PM Dahal directed the effective rescue efforts.

"I offer my heartfelt condolences to the deceased, and the bereaved families and well-wishers. While wishing for speedy recovery to the injured, I direct the Home administration, security agencies and local administration to carry out effective rescue efforts."

Feature News: Development activities including Postal Highway bring prosperity to people of Madhes

Birgunj, Aug 23: The rural markets of Madhes province have changed with development activities including the road expansion taking place at a fast pace in recent years. The once thatched huts on the roadside, narrow roads and small shops are now replaced by wide roads, concrete buildings and big shops while the lifestyle of the local people has significantly improved. These development activities have instilled a kind of enthusiasm in the local people.

The identity of the Bariyarpatti market has changed with development activities. The market which adjoins the Ladaniya market on the Indian border has witnessed the increasing mobility of general people while big investment shops have opened. “The narrow roads, thatched huts and only small business have been now replaced by wide roads, concrete buildings and large shops,” said Binod Yadav of Aaurahi in Dhanusha district.

Thori is one of the areas being developed as a tourist destination. The blacktopped Postal Highway has added development and tourism activities to Thori that was once overshadowed due to the lack of road network and publicity.

The blacktopping from Birgunj in Parsa district to Thori has facilitated transport up to the district headquarters, Birgunj. “The once around eight-hour-on-a-motorcycle distance has been shortened to one-hour now. The around 52 km blacktopped road has relieved us of dust and mud,” said Lalit Shrestha of Thori Rural Municipality-4.

This has also helped local people in many ways. It has become easier for the transport of vegetables, fruits and other produce to the Birgunj market while there is potential for the creation of job opportunities, said Shrawan Mahato of Bahudarmai Municipality.

Under the Highway considered the lifeline of Madhes, the road construction in all eight districts of the province has speeded up making even rural areas accessible.

The Highway and the road upgrading have helped with development activities in over a half dozen local levels in the province, said Santosh Mehata, chairperson of Bariyarpatti Rural Municipality. “Following the completion of the Highway, the valuation of the land has also significantly increased. One kaththa of land is now sold for Rs 6 to 7 million from Rs 2 million in the past,” said Umesh Yadav, chairperson of Bishnupur Rural Municipality in Saptari.

Under the Highway, the around 550 km road from Saptari to Parsa has been blacktopped, and bridges at over 60 places have been constructed. The construction of the 46 km road along with the bridges from Kanchanpur in the east to the Balan river is underway, said Bijaya Kumar Thapa, chief of the project office, Itahari, the Postal Highway Directorate.

“Two contractors have been at work to construct the road. Now, blacktopping the 32 km road has been completed. Blacktopping the remaining eight km is ongoing,” he said.

Around 90 percent of the blacktopping has been complete from the Balan river to Sarlahi. Of the around 233 km road from Siraha to Sarlahi, 118 km has been blacktopped, and work on the remaining road section is ongoing, according to the project office, Janakpurdham.

Of the 26 km road from Kadamchowk in Janakpurdham to the Kamala river, 24 km has been blacktopped, and the remaining two km is being worked on at a fast pace, said Krishna Kumar Mahato, chief of the office. Under the Siraha section, blacktopping the 30 km road from the Balan river to the Kamala river that separates the border of Saptari and Siraha has been complete, and the construction of a bridge in the section has reached its final stage, he said.

The road up to Sitalpur-Malangwa Kharaiya tole of Sarlahi was constructed by the Road Division Office, Chandranigahapur, Rautahat but it was handed over to the Postal Highway Project Office, Janakpurdham citing the work could not progress. Following the handover of the total 40 km road, blacktopping 38 km has been over, and work on the remaining is being done.

Although it targets the completion of the road within this current fiscal year, the construction has been pushed back for some time due to the delay in removing the houses in the project site, land disputes in some places and the COVID-19 pandemic, he said.

Similarly, the construction of five out of nine bridges under construction on the road section from Siraha to Sarlahi has been completed, and the work on four bridges including the Kamala river bridge is underway, said the office. Tars have run out of stock to blacktop the around 251 km road from Rautahat from Chitwan, and the remaining 32 km has been affected due to forest and land disputes.

A recommendation has been sent to the Department of Postal Roads and the Ministry for the environmental impact assessment (EIA) on matters such as how to expand the Parsa National Park in the Thori area of Parsa, said engineer Sanjaya Kumar Thakur, Information Officer for the Postal Highway Directorate Planning Office. Blacktopping the road and other works will start in the area soon after the EIA report comes out, he said.

Likewise, five of the bridges under construction from Rautahat to Chitwan are being completed in the FY, 2079/80, said the office. Despite the target of completing the construction of 14 bridges in that FY, five bridges have been completed, and the remaining are under construction, he said.

Nine and a half of the 10 km Gadhimai Bariyarpur-Kabahi Goth in Bara has been blacktopped. Similarly, only around 20 percent of the road from Bharatpur-Thori-Madi Devendrapur-Bagai Bus Park has been completed due to the lack of construction materials and EIA due to forest disputes.

Construction affected by land disputes

The construction work on the Highway has been frequently affected due to land disputes, it has been said. The road construction work in Dhanushsa’s Aaurahi and Tinkauriya bazaar has been affected due to the lawsuit filed by the locals in the court regarding the land disputes.

While the construction work of the about 25 km of the 27 km road from East Kamala to West Janakpurdham is about to reach its final stage, the remaining two km could not be progressed due to land disputes, said engineer Sunil Mukhiya, the Lama Raman JV. It created problem after the High Court, Janakpurdham ordered the resumption of the road construction only after giving compensation in a case filed by the local Ram Babu Sah Sudi claiming that he owns the land in front of the area police office of Aaurahi bazaar, he said. As a result, the road construction of around 600 metres road in the Aaurahi bazaar has yet to begin, he added.

Similarly, the road construction of about 600 metres from Tikauriya bazaar has also been affected after the locals protested over the land dispute in the Tikauriya bazaar of Bideha Municipality in Dhanusha. Lately, efforts to resume the construction are on after resolving the problem in coordination with the local level, said Krishna Kumar Mahato, head of the highway project office, Janakpurham. Lama Raman JV signed an agreement on 15 July, 2016 to complete the road upgrading on 13 April, 2022. The deadline was extended until 13 April, 2023 after the construction could not be complete on time. Lawsuits and resultant problems regarding land disputes are to blame for not completing the construction within the deadline, said Mahato.

Similarly, under the Siraha section from the Balan river to the Kamala river, which separates the border of Saptari and Siraha, only about 20 metres of the road is left to be blacktopped. Under the Siraha section, 29.5 km of the 30 km road has been blacktopped while the work on the remaining 500 metres has not progressed due to land disputes, it has been said.

The construction work in Dudhmati Basbitti, Bhashwanpur Chowk and Banchauri in Mahottari and Malangawa bazaar, Brahma Chowk, Garahaiya bazaar, Gobargunj and Haripurwa bazaar along Shitalpur-Malangawa Kharaiyatole road has been obstructed due to land disputes. The work has not been done on more than four km road from Kanchanpur to Balan in Saptari, thanks to land disputes. “The work has been halted on the about 800 metres road in the district headquarters Rajbiraj after the locals moved the court by picking a land dispute,” said Thapa. A few days ago, the municipality widened the road from Ram Mandir in Rajbiraj to Chhinnamasta Deri with the help of a dozer, he said.

Nine and a half of the 10 km Gadhimai-Bariyapur-Kabahi road in Bara has been blacktopped, and the remaining 500 metres have been affected due to land disputes, said engineer Thakur.

Likewise, on the road from Bharatpur-Thori-Madi Debendrapur to Bagai Bus Park, only around 20 percent of the road construction has not been completed due to the lack of construction materials and after the EIA could not take place as a result of forests.

Hope raised by the lifeline of Madhes

The local people are a happy lot after the construction of the Postal Highway, which is considered the lifeline of Madhes, has progressed at a speedy pace. The highway stretching to around 20 to 30 km southward along the parallel border of the East-West Highway, which was used by postmen carrying letters during the Rana period, is also called the Padam Road as it was advanced by former ruler Padma Shumsher.

There are 32 auxiliary highways of the 817 kms road connecting with the district headquarters of Madhes from the East-West Highway. Then the Prime Minister of India Chandra Shekhar during his visit to Nepal in 2047 BS expressed the commitment of the Indian government to support the construction of the Postal Highway.

Although the theoretical agreement for Indian assistances reached in 2061 BS, after the 2062/63 people's movements in Nepal, the Indian government agreed to design, supervise and construct the 1,440 kms road selected by the Government of Nepal in three phases.

According to the agreement, the Government of India would bear all expenses for this, and the Government of Nepal would undertake the land acquisition, removal of electric poles, trees and the construction of all bridges on the highway. According to the mapping by Nepal, the Postal Highway is 1,792 kms in length.

Demand to amend national Medical Education Act and Regulations

Kathmandu, Aug 23: Some private technical and vocational institutions' proprietors have been demanding for some time now amendments to certain provisions in the National Medical Education Act and Regulations related to it.

They have been staging sit-in protest demanding a revision of the Act, regulations and in the medical and nursing education. Discussions have been held between the protesting party and the government time to time but to no avail.

The provision mandated that the nursing college that runs nursing programme in Bachelor's level should have hospital of its own having at least 100 beds within two years. Amendment to this provision is one of the demands the protesting party has been pressing for terming it 'unpractical'.

The 'unpractical' provision has led some nursing and medical schools to shutdown incurring losses worth billions of rupees, they claimed.

Nirmal Sapkota, coordinator of the Struggle Committee of the protesting proprietors, said that some provisions of the National Medical Education Act and regulations had made it difficult for the educational institutions running under the CTEVT.

The National Medical Education Act was issued in 2075 BS. A regulation based on the Act was issued in 2078 BS. Following the enforcement of the Act and Regulations, a total of 228 nursing colleges have been shut down, informed coordinator Sapkota, adding that over 7,000 teachers and staffs had lost their jobs.

Bangladesh, Saudi ink MoU to increase flight frequency, destinations

Bangladesh and Saudi Arabia today signed a fresh aviation Memorandum of Understanding (MoU) after 2012 to increase flight frequency and to operate flights to all international airports in the Kingdom from any point of Bangladesh.

State minister for Civil Aviation and Tourism Md. Mahbub Ali and Saudi General Authority of Civil Aviation (GACA) President Abdulaziz Al-Duailej inked the deal on behalf of their respective side at a ceremony at secretariat here, a press release said.

During the signing ceremony, visiting Saudi Arabian minister of Hajj and Umrah Tawfiq Bin Fazwan Al Rabiah, Saudi Arabian Ambassador in Bangladesh Isa Yousef Isa Al Dulaihan, Bangladesh Bank Governor Abdur Rauf Talukdar, Civil Aviation and Tourism Secretary Md Mokammel Hossain and Bangladesh Civil Aviation Authority (CAAB) Chairman Air Vice Marshal Md Mafidur Rahman were present, among others.

The afresh MoU will allow Bangladeshi carriers to operate 49 passengers and 21 cargo flights in a week instead of the currently fixed 49 passengers and freight flight frequency.

The deal also gives fifth freedom to four middle and long points for the cargo flights.

Moreover, the MoU will also allow Bangladeshi airlines to operate flights from any territory of Bangladesh to any Saudi Arabian international point.

Currently, Bangladesh carrier can operate flights to only four destinations - Jeddah, Riyadh, Dammam and Medina - to Saudi Arabia as per the existing MoU signed in 2012.

On the occasion, the state minister Ali said that the Bangladesh government is working to make the country as an exclusive aviation hub under the dynamic leadership of Prime Minister Sheikh Hasina.

He said under the direction of the Prime Minister the first ever Tourism Master Plan for Bangladesh has been finalized, thus Bangladesh's potential in the tourism sector has improved a lot.

He said Bangladesh will welcome Saudi investment in the tourism sector.

The Saudi Arabian minister of Hajj and Umrah said a huge number of Bangladeshi expatriates living in Saudi Arabia are playing an important role for developing both countries, so the new aviation MoU will be beneficial for the two nations.

Province Assembly meeting of Koshi Province postponed

Morang, Aug 23: The third session of Province Assembly of Koshi Province has been postponed until further notice.

Parliamentarians of major opposition party CPN (UML) and Rastriya Prajatantra Party (RPP) stood up in a gesture of protest while Israial Mansuri, who is in the Speaker's role at present, was conducting the meeting of the Province Assembly.

The agenda for today's meeting was to deliberate on various Bills such as Bill to Amend the Province Civil Service Act-2079 BS according to the Rule no 92 of the Province Assembly Regulations-2074 BS (including the First Amendment), Bill to make provisions regarding the formation, operation and conditions of service of local service'.

The meeting called for 1:00 pm today had started a bit late than the schedule and was adjourned after the protest from the opposition parties' parliamentarians.

The UML and RPP have been protesting claiming that the process in which Chief Minister of Koshi Province, Uddhav Thapa, obtained the vote of confidence on August 21 is unconstitutional.

PM asks envoys to enhance bilateral relations with African nations

Prime Minister Sheikh Hasina today asked Bangladeshi ambassadors stationed in African countries to enhance bilateral trade, business and investments with those nations.

“Attach importance on economic diplomacy as economy is also important alongside politics. You have to find out potentials regarding trade, business and investment in the respective countries you are working for," she told as the chief guest at the "Bangladesh Envoys Conference in Africa" at the Place of Residence, the Hotel Radission Blu Sandton here.

The prime minister also asked the Bangladeshi envoys to work for bringing more Bangladeshi skilled manpower to African countries, taking measures to increase remittances and giving special care of the Bangladeshi peacekeepers working in the United Nations (UN) missions in the African countries as they have brightened Bangladesh’s image globally.

She directed the envoys to take required measures to make sure so that Bangladesh can ahead march on the world stage keeping its head high.

Foreign Minister Dr AK Abdul Momen and Prime Minister's Principal Secretary Md Tofazzel Hossain Miah were present on the dais, while Senior Secretary of Foreign Affairs Masud Bin Momen moderated the conference.

Sheikh Hasina mentioned that her government wants to send more skilled manpower to African countries. "We have to give more focus on this issue," she added.

The prime minister asked the Bangladeshi envoys to remain alert so that no unskilled manpower with fake certificates can enter their respective countries side by side with taking punitive actions to this end.

"One who is not a physician, engineer, agriculturalist and ICT expert goes abroad with fake certificates and falls in trouble and thus they are not only causing harm to them, but also the image of the country. And for them, skilled manpower cannot get chance to go abroad," she said.

She also called for sharing experiences in different fields with one another for mutual benefits.

The prime minister asked the envoys to take care of the Bangladeshi peacekeepers working in UN missions in different African countries with due honour and have brightened the country's image.

"We have to take care of the Bangladeshi peacekeepers as they show rare human qualities while working in various UN peacekeeping missions, for which they are loved by the locals," she said.

Sheikh Hasina, also President of the Awami League, said her government has elevated Bangladesh to a dignified position by transforming it into a developing country by tackling all natural and manmade disasters.

To this end, she recalled the BNP-Jamaat clique's arson attacks on passenger buses, launches, trains, CNG-rung auto-rickshaws and thus burnt people to death from 2013-15 in the name of so called movements.

"They (BNP-Jamaat) wanted to disrupt the democratic process through such mayhem," she added.

Despite the fact, Bangladesh is progressing ahead with indomitable paces and remarkable success has been possible due to maintaining continued democratic process and stability since the Awami League assumed office in 2009 to till the date.

The premier also gave credit to specific plans and its proper implementations for the massive development for which Bangladesh is now considered as the model of development.

"Bangladesh witnesses development, whenever, Awami League comes to power," she said.

Bangladesh, she said, didn't witness any development in 29 years when the military dictators or their cohorts were in power.

The prime minister reiterated her call upon the countrymen to be alert against any move to hinder democracy, saying: "We want the country's democratic process to be continued and none can hamper it."

Foreign election observers’ guideline to be finalized by Sept

The draft guidelines for foreign election observers will be finalized by the first week of September this year, said an Election Commission (EC) official.

“The EC has decided to review the foreign election observer guideline ahead of the upcoming parliamentary elections,” Additional Secretary of the EC Ashok Kumar Debnath told journalists after an inter-ministerial meeting at the Nirbachan Bhaban in Agargaon.

Officials of the Foreign Ministry, Home Ministry, Information and Broadcasting Ministry and National Board of Revenue attended the meeting.

Ashok Kumar said the meeting reviewed the existing guidelines to make it time-worthy. But no final decision was taken as it was the primary level meeting, he said.

“More meetings are needed to amend the guidelines. The draft of the guidelines will be finalized by first week of September,” he added.

The meeting laid importance on making the guideline friendly for the foreign observers, the EC official said.

Dhaka University will always remain resistant to unconstitutional, undemocratic forces: DU VC

Vice-Chancellor of Dhaka University Professor Dr Md Akhtaruzzaman today said the teachers, students, officials and employees of Dhaka University will always be vocal against and resistant to all kind of undemocratic and unconstitutional forces.

“The rise of unconstitutional and undemocratic forces is severely harmful to the country's democracy, growth and development”, Akhtaruzzaman told a discussion marking the Black Day of the university at TSC auditorium of the university.

Dr Akhtaruzzaman urged everyone to speed up the practice of constitutional and democratic values ??as well as to remain vigilant against any kind of inhumane, undemocratic, unconstitutional and communal activities.

Dr Akhtaruzzaman said on this day in 2007, some wrongdoers of a national institution wanted to misuse their power in an undemocratic way through intimidation and terrorist activities.

"However, the students of the university have always been active against any kind of inhuman, undemocratic, communal activities and extremism," he added.

"In the face of the collective protests of the teachers and students of Dhaka University, the power-hungry evil force was forced to retreat and democracy was re-established in the country," he added.

DU Pro-VC (Administration) Dr Mohammad Samad, DU Pro-VC (Academic) Dr ASM Maksud Kamal, Treasurer Md Mamtaj Uddin Ahmed, DU Teachers Association President Dr Nizamul Hoque Bhuiyan, General Secretary Dr Zeenat Huda, DU Registrar Probir Kumar Sarker, tortured teacher Professor Dr Anwar Hossen, DU BCL General Secretary Tanbir Hasan Shaikat were present at the discussion.

On August 20, 2007 army personnel assaulted three students and insulted a teacher of DU at the gymnasium playground during a football match, triggering clashes between police and students at DU and other educational institutions across the country.

On the night of August 23, the military arrested four teachers and eight students of the university, and reportedly tortured them.

One person was killed in Rajshahi and several hundred injured during the clashes across the country.

Since then, the university has been observing August 23 as Black Day every year.
