Lull in Russian attacks against Ukraine energy, aid pledged

Russia held back Monday from launching a new round of strikes that have been expected against power stations and other key infrastructure in Ukraine, as officials warned a lingering energy and water crisis from earlier attacks could prompt more evacuations from the capital.

 

Ukrainian Foreign Minister Dmytro Kuleba, hosting the largest delegation of top foreign officials since Russian President Vladimir Putin ordered a Russian invasion of Ukraine over nine months ago, insisted that better air defenses were needed from allies “to break this vicious cycle” of Russian air strikes followed by Ukrainian rebuilding of damaged infrastructure.

 

“Every time we will be restoring it, the Russians will be destroying it,” he told counterparts from seven Baltic and Nordic countries.

 

The foreign ministers from Estonia, Latvia, Lithuania, Iceland, Sweden, Norway and Finland pledged more military, economic and humanitarian aid as an energy crisis deepens and Ukrainian forces seek to move on with a counteroffensive against Russian troops.

 

Sweden said it had provided a 270-million-euro ($279 million) package of air defense systems, ammunition, all-terrain vehicles and personal winter gear for troops. Finland pledged to take in more Ukrainian refugees. In Washington, White House National Security Council spokesman John Kirby said the U.S. is working with partners and allies to provide energy and water replacement equipment to Ukraine.

 

Pockets of shelling across Ukraine as wintry warfare looms

 

In Israel — which has straddled a fine political line in the conflict — Channel 13 reported that a high-level Ukrainian delegation recently visited to discuss an Israeli pledge to provide a system that detects incoming missiles. Israel’s Defense Ministry declined comment.

 

Israel has voiced support for Ukraine but has refused so far to provide it arms or impose sanctions against Moscow because of its sensitive ties with Russia. Israel’s and Russia’s militaries communicate to avoid conflict in Syria. Israel also does not want to endanger the large Jewish community in Russia.

 

Ukrainian President Volodymyr Zelenskyy warned late Sunday that Russian troops “are preparing new strikes, and as long as they have missiles, they won’t stop.” He met Monday with senior government officials to discuss what actions to take.

 

“The upcoming week can be as hard as the one that passed,” he predicted

 

NATO Secretary-General Jens Stoltenberg insisted Putin was intent on using frost, snow and ice to his advantage, not only on the battleground but against Ukrainian civilians.

 

“President Putin is now trying to use the winter as a weapon of war against Ukraine, and this is horrific and we need to be prepared for more attacks,” he said on the eve of a two-day meeting of NATO foreign ministers — including those who visited Kyiv on Monday — in Bucharest, Romania. “That’s the reason why NATO’s allies have stepped up their support to Ukraine.”

 

Kyiv Mayor Vitali Klitschko said some of the city’s 3 million people might have to be evacuated to where essential services would be less prone to shutdowns caused by missile attacks.

 

For weeks, Russia has been pounding energy facilities around Kyiv and other Ukrainian cities with missile strikes, usually on Mondays at the work week’s beginning, resulting in outages of power and water supplies.

 

Based on the pattern of infrastructure attacks and the Russian military’s preparation time, an advisor to Ukraine’s interior minister said on national TV that the next strikes could occur in another week. A Ukrainian military spokesman also said on national TV that Russian aircraft had intensified their activity over Ukraine on Monday.

 

Civilians escape Kherson after Russian strikes on freed city

 

With temperatures hovering around freezing, and expected to dip as low as minus 11C (12 Fahrenheit) in little more than a week, international help was increasingly focused on items like generators and transformers, to make sure blackouts that affect everything from kitchens to operating rooms are as limited and short as possible. The power situation was so dire that Ukraine’s energy trader — in normal times an exporter — tested importing electricity from neighboring Romania.

 

Putin “continues trying to make Ukraine a black hole — no light, no electricity, no heating to put the Ukrainians into the darkness and the cold,” said European foreign policy chief Josep Borrell, who is leading a meeting of EU ministers in Bucharest to help Ukraine with its humanitarian crisis. “So we have to continue our support providing more material for the Ukrainians to face the winter without electricity.”

 

Ukraine’s energy provider Ukrenergo said Monday it is still short 27% of output and that “the scale and complexity of the damage are high, and repair works have continued around the clock.”

 

Power supply was restored to 17% of residents in the southern city of Kherson, which Ukraine reclaimed earlier this month. The Russians have continued pounding the city with artillery barrages from newly consolidated positions across the Dnieper River. Britain’s Defense Ministry reported that the strikes reached a record high, 54, on Sunday.

 

Zelenskyy said in his nightly video address Monday that Russian forces had fired 258 times on 30 settlements of in the Kherson region over the past week, and had damaged a water pumping station for Mykolaiv.

 

Ukraine’s presidential office said Monday that at least four civilians were killed and 11 others wounded in the latest Russian attacks. It said intense fighting is continuing in the east, with the Russians shelling Bakhmut and Toretsk.

 

“People are sheltering in the basements, many of which are filled by water,” said Donetsk Gov. Pavlo Kyrylenko. “They have been living in catastrophic conditions without power or heating.”

 

Also Monday, Russia denied that it plans to withdraw from the Zaporizhzhia nuclear power plant in southern Ukraine, which it has occupied since the early days of the war.

 

Kremlin spokesman Dmitry Peskov said in a call with reporters that it was pointless to look for signs of a pullback from the plant “when there are none and there can’t be.”

 

Peskov’s comments were in response to Ukrainian claims that Russian forces were bound to retreat from the plant as they face a Ukrainian counteroffensive.

 

The plant was shut down because of repeated shelling, for which Russia and Ukraine have traded blame. The U.N. nuclear watchdog and international leaders have urged Russia to demilitarize the plant to avoid a nuclear disaster, but Moscow has rejected the demands, arguing that it needs to maintain troops there to ensure its safety.

 

Also Monday, a Russian official told the Tass news agency that nuclear workers who have refused to sign contracts with a Russian company claiming to have take over the plant’s operations are barred from entry.

World’s largest active volcano Mauna Loa erupts in Hawaii

The world’s largest active volcano was erupting Monday and wasn’t immediately threatening communities on Hawaii’s Big Island, but officials warned residents to be ready for worse.

 

Many current residents weren’t living there when Mauna Loa last erupted 38 years ago. The U.S. Geological Survey warned the roughly 200,000 people on the Big Island that an eruption “can be very dynamic, and the location and advance of lava flows can change rapidly.”

 

The eruption began late Sunday night following a series of fairly large earthquakes, said Ken Hon, the scientist-in-charge at the Hawaiian Volcano Observatory.

 

There’s been a surge of development on the Big Island in recent decades — its population has more than doubled, from 92,000 in 1980.

 

Most of the people on the island live in the city of Kailua-Kona to the west of the volcano, which has about 23,000 people, and Hilo to the east, with about 45,000. Officials were most worried about several subdivisions about 30 miles to the south of the volcano, which are home to about 5,000 people.

 

A time-lapse video of the eruption from overnight showed lava lighting up one area, moving across it like waves on the ocean.

 

The U.S. Geological Survey said that the eruption had migrated to a rift zone — a place where the mountain rock is cracked and relatively weak — making it easier for magma to emerge.

 

An eruption from the zone could send lava toward the county seat of Hilo or other towns in East Hawaii but it could take the lava weeks or months to reach populated areas.

 

“We don’t want to try and second-guess the volcano,” Hon said. “We have to let it actually show us what it’s going to do and then we inform people of what is happening ASAP.”

 

Hawaii County Civil Defense announced that it had opened shelters because it had reports of people evacuating from along the coast on their own initiative.

 

The average Mauna Loa eruption is not typically prolonged, lasting a couple of weeks, Hon said.

 

“Typically, Mauna Loa eruptions start off with the heaviest volume first,” Hon said. “After a few days, it starts to calm down a little bit.”

 

The USGS warned residents at risk from Mauna Loa lava flows to review their eruption preparations. Scientists had been on alert because of a recent spike in earthquakes at the summit of the volcano, which last erupted in 1984.

 

Portions of the Big Island were under an ashfall advisory issued by the National Weather Service in Honolulu, which said up to a quarter-inch (0.6 centimeters) of ash could accumulate in some areas.

 

Mauna Loa is one of five volcanoes that together make up the Big Island of Hawaii, which is the southernmost island in the Hawaiian archipelago.

 

Mauna Loa, rising 13,679 feet (4,169 meters) above sea level, is the much larger neighbor of Kilauea, which erupted in a residential neighborhood and destroyed 700 homes in 2018. Some of its slopes are much steeper than Kilauea’s, so lava can flow much faster when it erupts.

 

During a 1950 eruption, the mountain’s lava traveled 15 miles (24 kilometers) to the ocean in fewer than three hours.

 

Tourism is Hawaii’s economic engine but Roth predicted few problems for those on vacation during the eruption.

 

“It will be spectacular where it is, but the chances of it really interrupting the visitor industry — very, very slim,” he said.

 

For some, the eruption might cut down on some travel time, even if there is more volcanic smog caused by higher sulfur-dioxide emissions.

“But the good thing is you don’t have to drive from Kona over to Hawaii Volcanoes National Park to see an eruption anymore,” Roth said. “You can just look out your window at night and you’ll be able to see Mauna Loa erupting.”

 

Julia Neal, owner of Pahala Plantation Cottages, said the eruption brings some relief after many preparedness meetings, and much wondering about what the volcano will do.

 

“It’s exciting,” she said. “It’s kind of a relief that it’s happening and we’re not waiting for it to happen.”

 

A few future guests from the U.S. mainland called Neal “asking me to make a prediction, which I can’t,” she said. “So I said, just stand by.”

The masks, made from materials like polycarbonate, are leaving social media users curious as to why the footballers are sporting the black shields.

Casemiro helps Brazil overcome Swiss challenge

Carlos Casemiro scored the only goal for Brazil as the South American giants beat Switzerland in their second match of the FIFA World Cup on Sunday night and secured their place in the tournament’s Round of 16 with two wins from two games.

Brazil were slightly better than Switzerland in the first half of the game. But the Swiss also grew into the game.

 

Coming into the second half of the match, Brazil got brighter and they kept attacking relentlessly.

In the 66th minute, Vinicius Jr looked like he put Brazil in front with a neat finish, but his strike was ruled out for an offside in the build-up. Brazil did not stop there. They eventually scored in the 83rd minute when the ball fell to Casemiro inside the box and the midfielder lashed home an audacious first-time finish with the outside of his boot.

 

The Casemiro goal came as a sigh of relief for the Brazilians as they managed to get over the line in this game against Switzerland, leaving nothing to chance in their remaining group game, for which Neymar will again be missing. Ronaldo offered $225 million from Saudi club Al Nassr after Manchester United exit

After his exit from Manchester United, football superstar Cristiano Ronaldo has received a three-year contract with Saudi Arabia’s Al Nassr club worth $225 million following the Qatar World Cup – allowing him to continue playing into his 40s, according to CBS Sports.

 

Ronaldo is now a free agent after Manchester United terminated his contract recently, and Al Nassr and other Middle Eastern clubs have long been interested in signing him. 7.1 million Bangladeshis displaced by climate change in 2022: WHO

With an aim to support countries and territories to build professional competence and capacity to adequately address refugee and migrant health issues, the World Health Organization (WHO) is organising the third edition of its annual Global School on Refugee and Migrant Health in Dhaka with a focus on capacity-building.

 

Over five days, from November 28 to December 2, policymakers, UN partner agencies, academia, members of civil society, and stakeholders at the Global School will exchange knowledge and experiences to address key elements of capacity-building.

 

The e-learning hybrid event hosted by the Ministry of Health, Bangladesh will be streamed globally.

Globally, one in eight or over one billion people today are migrants with 281 million international migrants and many million individuals who are stateless, WHO said.

 

Climate change, rising inequality, conflicts, trade, and population growth are accelerating these trends.

 

The health workforce has a vital role in providing for the health rights and needs of refugees and migrants.

“Migration and displacement can have deep and long-lasting impacts on physical and mental health and well-being, and cultural and linguistic differences, financial barriers, stigma and discrimination can all hamper access to health services for refugees and migrants,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General on Monday.

 

“Health workers have a crucial role in helping to overcome these barriers. The WHO Global School on Refugee and Migrant Health is a valuable resource for building the capacity of health workers to better serve refugees and migrants.”

 

While not all refugees and migrants are vulnerable, often they are, due to an array of determinants, from xenophobia and discrimination to poor living, housing, and working conditions, and inadequate access to health services that are people-centered and which are sensitive to refugee and migrant health needs.

“Human right to health is a right that extends to all people everywhere, especially refugees and migrants. Because to be truly respected, protected and fulfilled, a right must be fully enjoyed by the most marginalized and vulnerable – those at risk of or who are already being left behind, which often includes people on the move,” said Dr Poonam Khetrapal Singh, Regional Director, WHO South-East Asia addressing the participants.

 

Held in a different location each year, the Global School aims to leverage the learnings and experiences of countries in close collaboration with WHO and governments.

 

This year, over 7.1 million Bangladeshis were displaced by climate change, a number that could reach 13.3 million by 2050, according to WHO.

Since 1978, the country has also witnessed three major influxes of forcibly displaced Myanmar nationals totalling more than one million people each with unique medical needs and housed in one of the world’s largest and most densely populated camps in Cox’s Bazar.

 

“Not only has Bangladesh provided them access to free health care – including, most recently, COVID-19 vaccines – but it has also made concerted efforts to address key social, economic, environmental, and legal vulnerabilities,” said the Regional Director.

 

“The yearly Global School on Refugee and Migrant Health is a flagship of the WHO Health and Migration Programme and an opportunity to strengthen the strategic and operational collaboration with Regional and country offices on refugee and migrant health towards the implementation of the Global Action Plan on promoting the health of refugees and migrants 2019-2023 (GAP),” said Dr Santino Severoni, Director of the Health and Migration Programme.

Open to all audiences, the Global School aims to reach a diverse audience of policy makers, health sector managers, and officers working at different levels within Ministries of Health.

 

Researchers, University students, nongovernmental agencies, youth representatives and journalists also participate.

 

“From each context to the next, no challenge is the same, nor will there be the solution. But of critical need to all countries and health systems is a health workforce that is well-trained, culturally sensitive and competent, and which is sensitive to the needs of refugees and migrants, their languages and unique health problems,” said Dr Poonam Khetrapal Singh.

In a statement issued on Monday, BAB said that there is a negative campaign going on over liquidity crunch in the banking sector. But this is not true; liquidity in the banks is stable, it said.

 

Chairman of BAB and Exim Bank, Nazrul Islam Majumder, signed the notification.

There is a liquidity of Tk 1.70 lakh crore remaining in the banking sector at present, which is more than the requirement, he said. BAB issued the statement after discussing the current situation of the banking sector in a meeting.

SSC Results 2022: 2,975 institutions achieve 100% pass rate, none passed from 50

A total of 2,975 educational institutions, under all education boards, secured 100 percent pass rate in Secondary School Certificate (SSC) and equivalent examinations for 2022.

 

The number of institutions with 100% pass rate has declined this year compared to the previous year. Last year, the number was 5,494.

 

Meanwhile, the number of educational institutions with zero pass rate is 50 which was 18 last year.

Education Minister Dipu Moni shared detailed information on this year’s SSC results during a press conference at International Mother Language Institute in Dhaka this noon.

 

This year, 17,43,619 students – 8,70,046 boys and 8,73,573 girls – from 29,639 institutes under 11 education boards in the country successfully cleared the exams.

 

This year, more than 20 lakh students took part in SSC and equivalent examinations under 11 boards, including madrasa (Dakhil) and Technical Education.

Of them, 15.99 lakh were from nine general education boards, 2.68 lakh under the Madrasa Education Board, and 1.53 lakh under the Technical Education Board. SSC and equivalent examinations of 2022 began across the country on September 15.

The BNP rally supposed to be held on 10th December in Dhaka has become a point of near conflict already. BNP wants to hold it at Naya Paltan in front of its office and the AL government insists that this won’t be allowed. With a promised crowd of a million they must go to the Paltan Maidan.

 

Clearly, it’s become the first significant test of will between the two parties and a foretaste of things to come. Both have declared their positions to be non-negotiable. And both parties have said that they have upped the political ante and pushed it into a conflict space. Who will blink first or will no one remain to be seen? And so what happens next?

 

BNP position

 

BNP has been holding a series of rallies all over the country and it’s going to be apexed by the Dhaka meet. In each of the meetings, the crowd has been high despite transport strikes and so on. Supporters have arrived even two or three days before. It’s been the best BNP show for years.

BNP has said that it considers the Dhaka rally the peak and statements around December 10 have been many. The objective as stated was to “take over” the city of Dhaka so to speak and have it so full of BNP supporters that as per BNP, AL/GOB presence will be marginalized. BNP has asked its supporters from all over the country in the city so that Dhaka has more BNP supporters than all others. Expected crowd estimates have tanged from 5 lakhs to several millions. Going by the crowd size elsewhere this estimate is not wild.

 

So why would BNP want to go for a smaller space ? BNP has not explained yet.

 

AL and GOB position

 

AL has said that its workers will be “guarding” various points of the city and be present everywhere. They have declared that if the BNP or crowd goes out of control they will not take it too kindly and will act and let none go unpunished.

 

The IG of Police while participating in a talk show has been direct and said that any large BNP meeting held any place that is not sanctioned by the authorities will not be tolerated. He has sounded a warning that it may lead to a law and order situation and the police are responsible for maintaining that. He referred to the constitution as well saying meetings are subject to permission given. And no permission has been given as none have been sought.

There should be no doubt that the scenario is being primed up for a “showdown” between the two forces, the AL/GOB and the Opposition.

 

No matter what happens the situation can go chaotic. BNP sees this as political mobilization and the AL sees it as an excuse to create unrest and pile on pressure. BNP has said that there will be no election with the AL in power and it will be removed through a movement. And 10th is a final kick off of the final lap.

 

AL has said, it’s all BNP talk and it’s ready to confront any situation. The IG reminded that the 2014 valence cost several police lives and many disabling injuries. BNP also has a long list of grievances. So they all seem to be crashing towards a conflict.

 

One wonders given all the hardline positions taken, if any party can retreat or not from them now. If violence does occur, crowds spilling all over the city as BNP claims will, AL and the police won’t take it lying down. What happens next seems more appropriate than ever before.
