PM Hasina greets Australian Labor Party leader Norman on his party’s win in election

Prime Minister Sheikh Hasina on Sunday congratulated Australian Labor Party leader Anthony Norman Albanese on his party’s victory in the federal elections.

She said the victory manifested the Australian people’s confidence in the party under Anthony Norman Albanese’s stewardship to lead the country towards inclusiveness, peace, and prosperity.

She recalled with gratitude Australia’s bipartisan support towards Bangladesh’s independence and generous assistance since establishing diplomatic relations.

“Our relations have deepened, and the ties have become more robust with time through increasing cooperation in diverse areas of trade, economy, culture, and education. We have immense potential for cooperation in clean energy, maritime security, ocean governance, and blue economy,” she said.

She stated that two countries have observed 50 years of their friendship.

“We shall explore newer areas of mutual interests, complementarities, and interdependence so that our relations may elevate to that of the key partnership. Together, we can promote peace and stability in the Indian Ocean region and protect rules-based international order.”

She hoped that the new Australian Prime Minister will visit Bangladesh at earliest convenience to appreciate the strengths of a resurgent Bangladesh as the second Australian Prime Minister after Prime Minister Gough Whitlam, who visited Bangladesh way back in 1975.

“Such a high-level interaction will further cement the existing bonds of our friendship and help forge a common understanding of matters of bilateral interests and contemporary regional and global issues.”

Kylian Mbappe: The French International Makes a Fortune by Extending his Contract with PSG

There were several transfer speculations around the world’s most sought-after player, Kylian Mbappe (May 21), before he signed a new deal with PSG on Saturday. The French international has signed a three-year contract extension with his current club, Paris Saint-Germain. Fire at Ctg poultry feed godown under control

A fire that broke out in a poultry feed godown in City Gate area of the port city on Sunday morning has been brought under control.

The fire started around 9 am at the storehouse beside Jabed Steel Mill under Abar Shah police station area.

Six units of firefighters managed to bring the blaze under control after an hour of hectic effort, said Newton Dash, DeputyAssistant Director of Agrabad Fire Station.

Fortunately no one sustained injuries in the fire but a huge amount of poultry feed was damaged, he said.

The origin of the fire and the extent of loss will be known after an investigation, he said.

Monkeypox: Govt orders screening passengers at all airports, land ports

The government has instructed the authorities concerned to strengthen surveillance and screening of people coming to Bangladesh from countries with confirmed Monekypox cases through the land ports and airports.

The Directorate General of Health Services (DGHS) issued a notice in this regard on Sunday.

According to the notice, Monkeypox is not a new disease. It was found among people in West and Middle African countries in the past. Recently it has been detected among people living in European and American countries with no history of travelling in the African countries.

People who contracted the virus or came close to the infected people should be listed as suspected patients of Monkeypox, it said.

The suspected patients or patients having symptoms should be taken to government hospitals or Infectious Diseases Hospital and kept in isolation and it should be reported to the Institute of Epidemiology, Disease Control and Research (IEDCR).

Monkeypox is a virus that originates in wild animals like rodents and primates, and occasionally jumps to people. Most human cases have been in central and west Africa, where the disease is endemic, reports AP.

The illness was first identified by scientists in 1958 when there were two outbreaks of a “pox-like” disease in research monkeys — thus the name monkeypox. The first known human infection was in 1970, in a 9-year-old boy in a remote part of Congo.

Monkeypox belongs to the same virus family as smallpox but causes milder symptoms.

Most patients only experience fever, body aches, chills and fatigue. People with more serious illness may develop a rash and lesions on the face and hands that can spread to other parts of the body.

The incubation period is from about five days to three weeks. Most people recover within about two to four weeks without needing to be hospitalized.

Monkeypox can be fatal for up to one in 10 people and is thought to be more severe in children.

People exposed to the virus are often given one of several smallpox vaccines, which have been shown to be effective against monkeypox. Anti-viral drugs are also being developed.

Monkeypox is usually self-limiting but may be severe in some individuals, such as children, pregnant women or persons with immune suppression due to other health conditions, says the World Health Organization (WHO) on Sunday.

Eating inadequately cooked meat and other animal products of infected animals is a possible risk factor, according to the WHO which is dedicated to the well-being of all people and guided by science.

Monkeypox virus is transmitted from one person to another by close contact with lesions, body fluids, respiratory droplets and contaminated materials such as bedding. The incubation period of monkeypox is usually from 6 to 13 days but can range from 5 to 21 days.

As of now, 92 laboratory confirmed cases, and 28 suspected cases of monkeypox with investigations ongoing, have been reported to the WHO from 12 Member States that are not endemic for monkeypox virus.

Monkeypox endemic countries are Benin, Cameroon, the Central African Republic, the Democratic Republic of the Congo, Gabon, Ghana (identified in animals only), Ivory Coast, Liberia, Nigeria, the Republic of the Congo, Sierra Leone, and South Sudan.

Since 13 May 2022, cases of monkeypox have been reported to WHO from 12 Member States that are not endemic for monkeypox virus, across three WHO regions.

Epidemiological investigations are ongoing, however, reported cases thus far have no established travel links to endemic areas.

The situation is evolving and WHO expects there will be more cases of monkeypox identified as surveillance expands in non-endemic countries.

Based on currently available information, cases have mainly but not exclusively been identified amongst men who have sex with men (MSM) seeking care in primary care and sexual health clinics.

To date, all cases whose samples were confirmed by PCR have been identified as being infected with the West African clade.

Genome sequence from a swab sample from a confirmed case in Portugal, indicated a close match of the monkeypox virus causing the current outbreak, to exported cases from Nigeria to the United Kingdom, Israel and Singapore in 2018 and 2019.

The identification of confirmed and suspected cases of monkeypox with no direct travel links to an endemic area represents a highly unusual event.

Surveillance to date in non-endemic areas has been limited, but is now expanding.

WHO expects that more cases in non-endemic areas are likely to be reported. Available information suggests that human-to-human transmission is occurring among people in close physical contact with cases who are symptomatic.

In addition to this new outbreak, WHO continues to receive updates on the status of ongoing reports of monkeypox cases through established surveillance mechanisms (Integrated Disease Surveillance and Response) for cases in endemic countries [1], as summarized in table 2.

Epidemiology of the Disease

Monkeypox is a viral zoonosis (a virus transmitted to humans from animals) with symptoms very similar to those seen in the past in smallpox patients, although it is clinically less severe.

It is caused by the monkeypox virus which belongs to the orthopoxvirus genus of the Poxviridae family.

There are two clades of monkeypox virus: the West African clade and the Congo Basin (Central African) clade.

The name monkeypox originates from the initial discovery of the virus in monkeys in a Danish laboratory in 1958. The first human case was identified in a child in the Democratic Republic of the Congo in 1970.

Various animal species have been identified as susceptible to the monkeypox virus. Uncertainty remains on the natural history of the monkeypox virus and further studies are needed to identify the exact reservoir(s) and how virus circulation is maintained in nature.

Human infections with the West African clade appear to cause less severe disease compared to the Congo Basin clade, with a case fatality rate of 3.6% compared to 10.6% for the Congo Basin clade.

Suspected Case Symptoms

A person of any age presenting in a monkeypox non-endemic country with an unexplained acute rash; and one or more of the following signs or symptoms, since 15 March 2022 – headache, acute onset of fever (>38.5oC), lymphadenopathy (swollen lymph nodes), myalgia (muscle and body aches), back pain and asthenia (profound weakness).

WHO Risk Assessment

Endemic monkeypox disease is normally geographically limited to West and Central Africa.

The identification of confirmed and suspected cases of monkeypox without any travel history to an endemic area in multiple countries is atypical, hence, there is an urgent need to raise awareness about monkeypox and undertake comprehensive case finding and isolation (provided with supportive care), contact tracing and supportive care to limit further onward transmission.

Cross-protective immunity from smallpox vaccination will be limited to older persons, since populations worldwide under the age of 40 or 50 years no longer benefit from the protection afforded by prior smallpox vaccination programmes.

There is little immunity to monkeypox among younger people living in non-endemic countries since the virus has not been present there.

WHO Advice

Identification of additional cases and further onward spread in the countries currently reporting cases and other Member States is likely.

Any patient with suspected monkeypox should be investigated and if confirmed, isolated until their lesions have crusted, the scab has fallen off and a fresh layer of skin has formed underneath.

Countries should be on the alert for signals related to patients presenting with an atypical rash that progresses in sequential stages – macules, papules, vesicles, pustules, scabs, at the same stage of development over all affected areas of the body – that may be associated with fever, enlarged lymph nodes, back pain, and muscle aches.

In non-endemic countries, one case is considered an outbreak. Because of the public health risks associated with a single case of monkeypox, clinicians should report suspected cases immediately to national or local public health authorities regardless of whether they are also exploring other potential diagnoses.

Bangladeshi-American professionals prime movers in shaping Dhaka-Washington ties: Faruk Khan

Chairman of Parliamentary Standing Committee on the Ministry of Foreign Affairs Muhammad Faruk Khan has termed the Bangladeshi-American professionals the prime movers in shaping the relationship between the two countries.

He made the remarks while exchanging views with Bangladeshi-American professionals from the greater Washington DC area on Saturday.

The Parliamentary delegation members sought their active participation to further bolster relations between Dhaka and Washington.

The professionals which included academics and intellectuals in their remarks put forward various suggestions to further advance Dhaka-Washington ties and cooperation, according to a message received from Washington on Sunday.

Faruk Khan put emphasis on holding such meetings regularly and also sought the advices of the Bangladeshi-American professionals for further development of the country.

Other members of the delegation Nurul Islam Nahid, Nahim Razzaq and Kazi Nabil Ahmed also spoke at the meeting.

Bangladesh Ambassador to the USA M Shahidul Islam briefed about the steps of the Embassy for further expanding ties and cooperation between Dhaka and Washington. Officials of the Embassy were present on the occasion.

The delegation is scheduled to leave Washington for Dhaka tomorrow morning wrapping up their five-day visit to the USA.

PM Hasina: I had to redesign the Padma Bridge to make it longer

Prime Minister Sheikh Hasina on Sunday said she had to redo the design of the 6.15-km Padma Bridge to increase its length keeping in mind the characteristics of the mighty river.

The PM said she redesigned the bridge afresh since the feasibility report found differences in the depth of the mighty Padma River at different locations in the bridge project site.

“I didn’t let to keep any loopholes. Though it has taken time, I changed the design,” she said addressing the first meeting of Delta Governance Council, held at her office here in the city.

She said the flows and bottom-soil of the rivers including Jamuna and Padma change after every rainy season in the country. Since the condition in Bangladesh is not the same as in other countries, it’ll have to take plans properly keeping this difference in mind.

“I didn’t allow making the Padma Bridge smaller. We’ve constructed the bridge keeping buffer zones with the river. So, the bridge has become the longest one (in the country),” she said.

Hasina said those who designed the Bangabandhu Bridge (the bridge over the Jamuna) at its current length had been wrong.

“But I think it was a wrong decision to reduce the bridge over Jamuna to a 4 kilometres one. Since its design and plan were made earlier, we had nothing more to do there. I had been able to include only the rail line in it,” she said.

She said when Father of the Nation Bangabandhu Sheikh Mujibur Rahman had gone on visit to Japan, he discussed with the Japanese government about the construction of a bridge over the Jamuna River. Japan then sent a team in 1974 to conduct a feasibility study over it.

She said her government conducted a feasibility study over Padma River before construction of the Padma Bridge.

About the Delta Plan 2100, the prime minister stressed the need for including marine resource issues in the plan as Bangladesh gained the vast sea area through the disposal of marine disputes with neighbouring countries.

“We’ll have to utilize marine resources for our economic development,” she said.

She emphasized on the proper implementation of the 100-year Delta Plan to save the environment by halting unplanned industrialization and saving the rivers and the Bay of Bengal from pollution.

She said her government has already taken some steps for planned industrialization and is now setting up 100 economic zones across the country.

The PM said she has given directives to construct elevated roads over Haors, Beels and other water bodies in order to maintain the natural water flow.

She put importance on construction of adequate culverts and bridges on roads so that the water flow is not hampered.

Bangladesh’s unique Delta Plan, adopted in 2018, focuses on sustainable economic growth, food security, climate resilience, sustainable environment and comprehensive use of the country’s water resources.

EPB assures Walton of support to boost electronics, electrical products exports

The Export Promotion Bureau (EPB) has assured Walton of its support to boost the exports of domestically made electronics and electrical products.

“We need to promote the ‘brand Bangladesh’ and ‘Made in Bangladesh’ products in the global arena,” AHM Ahsan, vice-chairman of EPB, said during a visit to Walton Hi-Tech Industries headquarters in Gazipur Saturday.

EPB Director-General Mahbubur Rahman said, “Bangladesh’s exports in the electronics sector started with Walton. Others are now trying to follow it. We have a lot of potential here.”

“Walton’s market share in Bangladesh is more than 60 percent. The company is also increasing its exports. We are ready to provide all necessary assistance to everyone, including Walton, to increase the exports of electronics and electrical products made in Bangladesh.”

Budget 2022-23: Economic self-reliance, adequate supply of commodities to be key challenges

Renowned economists and businesses opined that the Russia-Ukraine war, related supply crises, and LDC graduation would be the key challenges to the upcoming budget of the country.

They said production disruptions, supply hindrances, and economic problems related to increasing import costs will have to be identified in the next budget.

Speakers said these at ‘The Business Post’ roundtable discussion on ‘Economic Challenge and the Upcoming Budget for FY23’ held at the ‘Business Post’ auditorium on Saturday.

Besides, internal economic capacity will have to be increased to face the global economic pressure. At a time, increasing government and private investment, creating employment opportunities, and boosting the social safety net along with other facilities need to be addressed in the upcoming budget of the next fiscal year, they said.

In his speech, Mirza Azizul Islam said, “The main challenge of the budget is to control the inflation. The global unstable situation is the source of the present inflation. The fuel prices have soared due to the Russian invasion of Ukraine. While inflation creates because of global reasons, it would not be resisted by internal policy. In this case, the next budget should focus on how much safety they can provide to the affected. For this, social safety might be increased. However, needy people are always deprived of the facilities. Opportunists embezzle the social safety fund. This fund is also not adequate. That’s why; allocation in the social safety net should be increased in the next budget.”

Pension should be dropped from the social safety net, he asserted.

He said, every year, the size of the budget becomes small in the revised budget. The capacity of expenditure should be increased as Bangladesh expenses the lowest amount in South Asia.

Mirza Azizul also raised the question about the size and number of the budget.

The senior economist said the amount of expenditure will decrease if revenue does not increase. The tax-GDP ratio in Nepal and India is 22 percent while 15 percent in Pakistan. It should be increased by a 10 percent ratio in Bangladesh.

The government gives pressure on those who submit tax returns regularly although half of the total TIN (Tax Identification Number) holders do not submit a tax return. It should also be investigated, he added.

Mirza Azizul said at present the unemployment rate is more among the educated people. The upcoming budget should address the issue because the investment in the private sector remained stagnant in the last decade. In this case, funding and capital market problems should also be resolved.

Center for Policy Dialogue (CPD) Research Director Khondokar Golam Muazzem said the supply chain system has been disrupted during the post-Covid period. At the same time, expenditure also increased. The economic impact is prevailing in the country for the hike of fuel and its supply due to the Russian-Ukraine war.

At present, the challenge is the ‘balance of payment’. Export increased in the country but the cost of imports is higher than the export amount. Only remittance and foreign loans can level this ratio. The foreign exchange market will remain unstable in the upcoming days. The central bank should take logical measures to stabilize the money market. The price of the dollar is higher in the kerb market. If the central bank does not take action in this regard, remittance through hundi will be increased, he added.

Former chairman of the National Board of Revenue (NBR) Abdul Majid said, “We need to target a three-year rolling system. The ADP has implemented 45 percent in nine months, and the rest in three months. The next budget should have suggestions and the opportunity to introduce changes in this regard.”

Gold price reaches record high in Bangladesh

Bangladesh Jewellers Association (Bajus), a trade body, has notified an increase in the gold price by Tk 4,199 per bhori with effect from Sunday.

With the latest price, 22-carat gold will be sold at Tk82,464 per bhori, 21-carat gold at Tk 78,732 per bhori and 18-karat gold at Tk 67,534.

According to a press release, the price of gold has increased both in the international market and local market due to the appreciation of the dollar and some other currencies.

The price of traditional gold has been set at Tk 56,220 per bhori from Tk 53,362 per bhori, added the release.

Till Saturday, the price of 22-carat gold was Tk78,265 per bhori. The price of 21-carat gold was Tk74,707 per bhori while 18-carat gold was available at Tk64,035.

Earlier on May 17, Bajus raised the price of gold by Tk1,750 a bhori to Tk 78,265 in local markets.

Nor’wester destroys school in Maheshkhali; 3 students hurt

Three school children were injured as a nor’wester, locally called Kalbaisakhi, blew down a school in Cox’s Bazar’s Moheshkhali Saturday.

The storm destroyed Bangabandhu Private Primary School in Hoanak Purbo Horiar Chara.

The injured are kindergarten students Muntaha Begum, Mobasshera Begum; and first-grader Faria Sultana.

Classes started at Bangabandhu Primary School, as usual, in the morning.

Thirty minutes later, heavy rains, thunderstorms and strong winds pounded the primary school made of wood and corrugated iron sheets, causing widespread damage and leaving three students injured, Rahamat Ullah, headteacher of the school, said.

The critically injured Muntaha was first taken to Maheshkhali Upazila Health Complex and then to Cox’s Bazar Sadar Hospital.

Mobasshera and Faria are now undergoing treatment at Maheshkhali Upazila Health Complex.

The upazila administration will give financial assistance to the school for its reconstruction, Maheshkhali Upazila Nirbahi Officer Mohammad Yaseen said.
