WB loan to help Bangladesh sustain post-Covid growth

The World Bank has approved a $250 million financing to help Bangladesh strengthen its policies to sustain growth following the pandemic and enhance resilience to future shocks.

The Bangladesh First Recovery and Resilience Development Policy Credit — the first in a series of two credits — supports fiscal and financial sector policies to enhance macroeconomic stability and sustain growth.

It supports expanding and modernising social protection programmes and energy sector policies to improve efficiency and reduce greenhouse gas emissions. These actions will help the country build resilience against future shocks, including climate change, the World Bank said in a release.

“Since 2020, the World Bank has provided over $3 billion to Bangladesh to support emergency response, vaccination, and other Covid-19 recovery efforts,” said Mercy Tembon, World Bank country director for Bangladesh and Bhutan.

“This credit will further accelerate the government’s endeavours to strengthen its policies and regulatory framework to pave the way for a green, resilient, inclusive recovery and low-carbon growth.”

This programme supports the development of the National Tariff Policy, which will help modernise trade taxes. New policies also enable foreign firms, including non-resident digital services companies, such as the search, social media, and cloud services firms, to submit VAT returns and make payments.

Expanded coverage of the national e-Government Procurement (e-GP) system will increase the efficiency of public expenditure. The financing will also help streamline the bank recovery framework. All scheduled banks will prepare recovery plans, which will be updated annually.

New legislation will be prepared to strengthen the stability and efficiency of payment and settlement systems, which will also foster digital and mobile financial services, according to the World Bank.

The programme also supports adjustments to the interest rates of several public savings instruments, bringing them closer to the market to reduce distortions.

This programme will help the government rapidly scale up cash transfer programmes to respond to future shocks and to expand the use of the government-to-person payment platform for cash-based schemes.

This will allow the government to respond more quickly to climate-related crises, including floods and cyclones, by identifying and targeting new and existing beneficiaries for emergency assistance.

It will also help Bangladesh with its transition to a low-carbon economy. The revised National Building Code will improve energy efficiency in buildings, while the cancellation of 8,451 MW of planned investment in coal-fired power generation projects supports progress towards Bangladesh’s Nationally Determined Contributions (NDC) 2021.

“This financing will help Bangladesh harness digital technology to ensure green and resilient growth,” said Bernard Haven, World Bank senior economist and task team leader for the project.

“Fiscal and financial sector policies will help sustain growth, while enhancing the coverage and efficiency of social protection programmes will protect the poor and vulnerable during economic shocks and natural disasters.”

The credit is from the World Bank’s International Development Association (IDA), which provides concessional financing, has a 30-year term, including a five-year grace period. Bangladesh currently has the largest ongoing IDA programme, totalling over $14.5 billion.

Worker dies falling off city flyover

A construction worker died after falling off an under-construction flyover in the city’s Mirpur area on Friday.

The dead was identified as Alamgir Hossain, 30, of Nilphamari district. He was a labourer of the under-construction Kalshi flyover.

Co-worker Kazi Tanvir Hossain said Alamgir slipped off the flyover while tying rods of the pillars like every other day in the afternoon and received serious injuries on his head.

Later, he was rushed to Dhaka Medical College and Hospital (DMCH) where the doctor declared him dead, said Inspector Bachchu Mia, in-charge of DMCH Police Outpost.

The body has been kept in DMCH morgue for an autopsy, he added.

Man held with 12.5 kg gold in Jhenaidah

Members of Border Guard Bangladesh (BGB) on Friday held a suspected gold smuggler along with 99 gold bars, weighing 12.5 kg from Hatir Mor area of Maheshpur upazila in Jhenaidah district.

The suspect has been named as Ibrahim Khalil, son of Abdul Latif of Jagusa village in the upazila.

Tipped off, a team of BGB-58 conducted a drive and nabbed Khalil along with the gold bars, said Lieutenant Colonel Shahin Azad, director of BGB-58 in a press briefing on Friday noon.

Process is underway to take legal action against the detainee, he added.

Maritime awareness system: EU awaits Bangladesh’s reply on CRIMARIO

European Union (EU) Special Envoy for the Indo-Pacific Gabriele Visentin Friday said they are still waiting for a final answer from Bangladesh on their offer to use the maritime awareness system CRIMARIO.

“We’re very positively engaging (with the Bangladesh authority). This is a very concrete proposal that is on the table,” he said while responding to a question during an interaction with diplomatic correspondents.

EU Critical Maritime Route Wider Indian Ocean (CRIMARIO) aims to support countries in the Indo-Pacific to enhance their maritime situational awareness (MSA), the sharing and fusion of data from various sources to achieve a comprehensive understanding of the maritime domain and to promote its security and safety.

“It’s software that can be used for many purposes. It could equip both navies and coastguards, and allows knowing what is exactly happening at sea,” said the EU special envoy, hoping that they would soon get a final answer from Bangladesh.

Visentin spoke at an interactive session organised by the Diplomatic Correspondents Association, Bangladesh (DCAB) at the Jatiya Press Club.

The EU special envoy highlighted seven priority areas for EU action – sustainable and inclusive prosperity, green transition, ocean governance, digital governance and partnerships, security and defence, connectivity, and human security.

Referring to one of the seven pillars of the EU’s Indo-Pacific Strategy – security and defence – he said they very much want to strengthen their presence in this area.

Deputy Head of Mission of the EU to Bangladesh Jeremy Opritesco, DCAB President Rezaul Karim Lotus and General Secretary AKM Moinuddin were also present.

Bongo to bring Kazakh movie ‘Diamond Sword’ as ‘Hirar Talwar’ on April 1

Video streaming platform Bongo will release the Kazakh movie “Diamond Sword” – dubbed in Bangla as “Hirar Talwar” – Friday.

The film is based on true Islamic history directed by acclaimed film director, screenwriter and artist Rustem Abdrashev.

Famous Kazakh stars Kairat Kemalov, Yerkebulan Daiyrov, Meirgat Amangeldin, Madina Esmanova, and Isbek Abilmazhinov played the noted roles.

The film shows the historical era of 13th century Mongol emperor Genghis Khan. When his descendants built their independent kingdoms, the surrounding states of Eurasia were crushed.

The bloody battle started to stop the legendary sultan Abu’l-Khayr Shaybani’s tyranny.

This epic movie was first released in 2016 as “Kazakh Khanate: Diamond Sword.”

BBC compared “Kazakh Khanate” to the American fantasy series “Game of Thrones.”

The movie involved around 500 people in production including famous actors from Russia, Mongolia and Uzbekistan.

The big cat count: Tiger census in Sunderbans begins in April

This month only, the much-awaited tiger census will begin in the Sunderbans — the world’s largest and only mangrove delta inhabited by the big cats.

Along with tigers, the government will also enumerate deer and pigs in the delta under the ‘Sundarbans Tiger Conservation Project’ estimated to cost the state exchequer a whopping Tk 35.93 crore.

On March 23, the Ministry of Environment, Forest and Climate Change gave its nod to the project with a three-year timeline.

“The census will be conducted inside the tiger sanctuary in the Sunderbans as well as its periphery,” Abu Naser Mohsin, divisional forest area officer, told UNB.

Twelve mud fortresses will also be built in the forest areas where wild animals can take refuge during natural calamities like cyclones.

“The project has a provision for temporary appointment of 12 expert consultants for conducting training, survey, data collection, analysis and preparing reports. Also, all the research and survey work under the project will be recorded as a documentary,” said Mohsin.

RU says yes to second-time admission seekers

Rajshahi University (RU) Thursday decided to give the second-time admission seekers the chance to sit for the admission test in the upcoming 2021-22 academic session.

The decision was taken at the meeting of the admission test sub-committee, with RU vice-chancellor Professor Golam Sabbir Sattar, said RU student adviser Professor M Tareq Nur.

He said the university had decided to allow the second-time admission seekers to sit for the entry tests considering the Covid-19 outbreak.

However, there would be no such opportunity from next year, Professor Tareq Nur added.

According to the decision of the admission test sub-committee, the online preliminary application process for undergraduate courses for the 2021-22 session will begin on May 25 and will continue till June 9.

And the admission tests will be held on July 24-27 in three units.

Earlier in 2018, RU allowed students to sit for its undergraduate admission tests only once.

Shahjahanpur double murder: Second suspect put on 1-day police remand

A Dhaka court on Friday placed Arfanullah Damal, the second suspect in the murder of an Awami League politician and a female college student in Shahjahanpur, on one-day police remand.

Dhaka Metropolitan Magistrate Begum Yeasmin Ara passed the order.

Dhaka Metropolitan Police (DMP) detectives arrested Arfanullah conducting a drive in the city’s Kamalapur area on Thursday night, said Rifat Mohammad Shamim, deputy commissioner of the detective branch (Motijheel division).

A gun was seized from his possession, he told UNB.

A case was filed against Arfanullah under the Arms Act at the Motijheel police station today.

On the night of March 24, AL politician Zahidul Islam Tipu, who was on a microbus, and Samia Afrin Priti, a 22-year-old college student, who was returning home on a rickshaw, were killed in firing in front of Islami Bank Hospital.

Tipu was a former general secretary of the AL Motijheel committee and Priti was a student of Begum Badrunnesa Government College. Tipu’s driver was also injured in the firing.

They were all stuck in a traffic jam in the area when a biker wearing a helmet and a mask appeared from nowhere and fired at them.

The next day, a case was filed against unidentified people over the double murder.

On March 27, police arrested Akash, 34, the prime accused in the double murder case from Bogura district. The next day, a Dhaka court placed Akash on a seven-day police remand for custodial interrogation.

Passengers suffer as traffic piles up at Paturia Ghat

Hundreds of buses, cars and trucks have remained stranded at Paturia Ghat since Friday morning due to the onrush of homebound people ahead of two days weekend from Friday amid shortage of ferry.

Bangladesh Inland Water Transport Corporation (BIWTC) sources said over 600 vehicles including private vehicles, passenger buses, and trucks were stranded at Paturia Ghat, causing immense suffering to commuters.

Mohiuddin Russel, manager of BIWTC Aricha regional office, said Paturia ferry terminal area has witnessed a heavy rush of vehicles heading southwest since Friday morning. Vehicles have to wait for hours for ferries to cross the river.

In the morning, a ferry carrying passengers and vehicles from Daulatdia lost control and hit the pontoon at Paturia ghat. Following the incident, the crossing of vehicles through this ghat was suspended for two hours, he added.

Eighteen small and large ferries were operating to ease the traffic, he added.

Vehicles carrying passengers and emergency goods are getting priority to get on board. The regular cargo trucks will have to wait a bit longer, he said.

A large number of people are heading home because of two weekends.

5 mentally retarded Bangladeshis return from India

Five mentally retarded Bangladeshis who were detained in India returned to the country through the immigration check-post in Brahmanbaria on Friday.

The returnees are Santosh Deb of Chattogram, Bijoy Chumu of Narayanganj, Moyna Begum of Manikganj, Rozina Begum of Patuakhali and Kulsum Begum of Cumilla. They were stranded in India for 5 to 10 years.

They were handed over to their families at Akhaura Land Port at noon.

Arif Mohammad, assistant high commissioner of Bangladesh in Tripura, told UNB that these Bangladeshis were detained by law enforcement in Tripura in a mentally imbalanced state. They later underwent treatment at the Modern Psychiatric Hospital in Agartala following a court order.

After their recovery, initiatives were taken to bring them back to the country, he said.

Several other Bangladeshis are undergoing treatment at the hospital. “They will be returned to the country in phases,” he added.

Apart from Arif, First Secretary Rezaul Haque, First Secretary and Head of Embassy SM Asaduzzaman, Akhaura Upazila Nirbahi Officer Rumana Akter, Head of Brac Migration Programme Shariful Hasan, and some volunteers, among others, were present during the handover programme.

Reciter Hasan Arif passes away, leaving a pall of gloom

Renowned reciter and general secretary of Sammilito Sangskritik Jote Hasan Arif passed away in a city hospital on Friday. He was 57.

He breathed his last around 1:50 pm, confirmed Sammilita Sangskritik Jote President Ghulam Quddus.

Quddus said Hasan Arif tested positive for Covid-19 in December last year. “Since then, he had been suffering from long-term diseases,” he said adding the artiste was on life support.

Asked about if any arrangement will be made for public tribute to the late reciter Quddus said, “No decision has been taken yet by his family. We will inform you if anything gets final.”

Meanwhile, Prime Minister Sheikh Hasina has expressed deep shock and sorrow at the demise of the reciter. She also prayed for the eternal salvation of the departed soul and expressed sympathy to the bereaved family.

Born in Cumilla Hasan Arif started his career as a reciter from the 1980s. In his long career, he has played a vital role in organizational recitation as well as training in the country. His first solo performance was held at the Shilpakala Academy, Chottagram in 2005.

Known for his pro-liberation and secular values Hasan played an important role in the campaign to bring the 1971 war criminals under trial.
