Second phase of flash floods hits Sunamganj haor region

Upstream water running down hills following torrential rain in Meghalaya and Cherrapunji of India triggered a second phase of flash floods to hit Sunamganj on Sunday, overflowing the extended Gurmar Haor in Tahirpur upazila.

The flooding has risked some 2,000 hectares of crops that are close to maturing for harvest. Farmers have been considering bringing forward their harvest since the first phase of flash floods.

Khasrul Alam, a farmer from Golabari village, said from Saturday night water level in the haor increased and broke the old permanent dams at the edges.

“If the water continues to enter croplands throughout the day, crops will get damaged. If the water pressure declines in the meantime our crops will be saved,” he added.

Following the instruction from the administration, farmers in the haor region were seen rushing to cut half ripened crops as Matian Haor, Shonir Haor, Mohalia Haor, Somsar Haor again faced the risk of being flooded.

In the last 24 hours, 13 mm rainfall was recorded in Sunamganj as upstream mountain flooding continued to raise water level in rivers and haors in the region.

According to the Water Development Board (WDB), at 12pm on Sunday water level in the Surma River was recorded at 5.87 cm, having risen 80 cm in the last 24 hours. Meanwhile, the water level in Jadukata River increased 71 cm and in the Patlai River by 43 cm.

On March 30, Sunamganj haor region was hit by the first phase of flash floods which inundated at least 5,000 hectares of land causing Tk 100 crores worth of losses to farmers.

Karuna Sindhu Chowdhury, Chairman of Tahirpur upazila parishad, said they had been struggling to save crops of Gurmar Haor for the last 15 days.

“With the assistance of farmers, local leaders, and WDB officers, a risky dam in the Bagmara area was reformed but the second phase of the flood has already overflowed the high edges of the haor. Usually we don’t need dams in these areas. Already locals are working to resist the water from entering,” he said.

Mujibur Rahman, a farmer from Joypur village said, “We are guarding the dams every night along with the administrative staff.”

Rayhn Kabir, Tahirpur Upazila Nirbahi Officer (UNO) said, ”The dams are not broken but damaged and are not in a very good condition as water pressure keeps increasing. The dams in the Tanguar haor area are at most risk as any of them can collapse at any moment.”

Iqbal Al Azad, Jamalganj UP Chairman said,”We have instructed farmers to harvest 80% ripe crops to reduce their losses along with protecting the dams.”

“Rainfall is likely to decline both upstream and downstream from Sunday”, said Md Jahangir Hossain, Sunamganj Deputy Commissioner quoting the Met Office.

“The dams made of earth have weakened after handling water pressure for the last 15 days. But if we can hold on for a day or two more by working on the damages the danger will have passed as upstream rains are the main reason for flooding here,” he added.

According to the district Agricultural Extension Office, this year Boro paddy has been cultivated on 222,805 hectares of land in Sunamganj aiming at a production of 14 lakh metric tonnes.

So far, harvesting has been completed on just 30,530 hectares of land – around 14 percent of the area cultivated.

According to WDB, 536 -km crop protection dams in 12 upazilas were to be established and reformed at 12 upazilas in Sunamganj, under 727 projects spending Tk 122 crore.

BNP urges judiciary to work impartially, independently

BNP standing committee has called upon the judiciary to work neutrally and independently instead of helping the government to gain its narrow political interests.

At a virtual meeting on Friday, the committee also voiced deep concern as the Appellate Division dismissed a leave to appeal petition filed by Dr Zubaida Rahman, wife of BNP acting chairman Tarique Rahman, said BNP Secretary General Mirza Fakhrul Islam Alamgir.

Speaking at a press conference at BNP chairperson’s Gulshan office, he said their standing committee members observed that, “Unfortunately, there is a perception in the public mind that the judiciary is unfairly cooperating with the illegitimate, usurper and unelected government to serve the narrow purposes of the ruling party instead of protecting the independence enshrined by the constitution.”

The BNP leader said their meeting strongly condemned and protested such despicable efforts. “We call upon the judiciary to carry out its judicial functions independently with an impartial attitude upholding the main character of the constitution.”

Earlier on Wednesday last, the Appellate Division of the Supreme Court upheld a High Court verdict that cleared the way for the lower court to resume trial proceedings of a corruption case filed against Dr Zubaida.

Fakhrul said Dr Zubaida is a non-political physician and the Anti-Corruption Commission has implicated her in the case with a political motive. “The case has been filed without any basis only to harass and humiliate the Zia family.”

He said the order that was given by the Appellate Division appears to be a dictated one.

The BNP leader alleged that the government has been making efforts to eliminate political institutions using the ‘false’ cases by establishing its ‘control’ and ‘influence’ over the judiciary.

“In the same way, they (govt) are trying to keep our leader Begum Khaleda Zia and acting chairman Tarique Rahman away from politics by unlawfully convicting them in false cases out of political vengeance,” he observed.

The BNP leader also alleged that the government is trying to use the judiciary to destroy the democratic character of the constitution and thus establish a one-party authoritarian dictatorship.

‘Custodial death’ in Lalmonirhat: Rights body demand justice

Expressing deep concern over the death of a young man allegedly under police custody in Lalmonirhat, Manbadhiker Songskriti Foundation (MSF), a human rights organisation, demanded legal steps against those responsible for the death after fair investigation.

“Unleashing torture on a man in police custody that led to his death is unacceptable. It is the duty of police to ensure security to people under their custody. MSF is demanding legal steps against those involved in the killing after fair probe,” said a press release of MSF issued on Saturday.

Earlier, a 25-year-old RMG worker in Lalmonirhat, identified as Robiul Islam Khan, died allegedly in police custody on Thursday night.

Agitated locals blocked Lalmonirhat-Rangpur Highway halting traffic on the busy high-speed corridor for few hours in the early hours of Friday, after the family of the deceased accused the police of torture.

Robiul and another man were arrested by police on charges of gambling at a fair in Mahendranagar Bangla Bazar area on the occasion of Pahela Baishakh, according to his family members.

Robiul had an altercation with some cops while being dragged into a police van as he insisted that he was innocent, they claimed.

“He was badly beaten up by the cops for refusing to enter the police van. He had sustained injuries, which eventually led to his death,” said a family member of the deceased.

As the news of the death spread, the agitated locals blocked Lalmonirhat-Rangpur highway in the early hours of Friday and demanded the punishment of a sub-inspector of Sadar police station.

The locals also vandalised a police van when some cops reached the spot to pacify the crowd, officials said. The mob left the place only after the cops assured them of a proper probe into the death.

Protests erupt in Michigan after police officer kills black man: U.S. media

The killing of a black man by a white police officer sparks a series of protests during the past three days in Grand Rapids, Michigan, local media reported.

The protests first erupted Wednesday after the Grand Rapids Police Department released several videos of an officer’s encounter with Patrick Lyoya earlier this month, including two that show the fatal shot during a struggle after a traffic stop.

Lyoya, 26, a refugee from the Democratic Republic of Congo, was killed in the front garden of a house in Grand Rapids after a brief chase followed by a struggle with the officer, who has not been named.

On Wednesday night, after videos of the incident were released, barriers went up at the Grand Rapids police station as hundreds marched downtown, chanting and demanding the department release the name of the officer who shot Lyoya, local TV channel WZZM reported.

There have been multiple protests and rallies on behalf of Lyoya. On Tuesday evening, dozens of people called for justice as they rallied outside a City Commission meeting. Community members in Grand Rapids gathered downtown at Rosa Parks Circle on Friday. The group marched downtown to the Grand Rapids Police Department headquarters to make their voices heard.
