US astronaut ends record-long spaceflight in Russian capsule

A NASA astronaut caught a Russian ride back to Earth on Wednesday after a U.S. record 355 days at the International Space Station, returning with two cosmonauts to a world torn apart by war.

Mark Vande Hei landed in a Soyuz capsule in Kazakhstan alongside the Russian Space Agency’s Pyotr Dubrov, who also spent the past year in space, and Anton Shkaplerov. Wind blew the capsule onto its side following touchdown, and the trio emerged into the late afternoon sun one by one.

Vande Hei, the last one out, grinned and waved as he was carried to a reclining chair out in the open Kazakh steppes.

“Beautiful out here,” said Vande Hei, putting on a face mask and ballcap.

Despite escalating tensions between the U.S. and Russia over Vladimir Putin’s war with Ukraine, Vande Hei’s return followed customary procedures. A small NASA team of doctors and other staff was on hand for the touchdown and planned to return immediately to Houston with the 55-year-old astronaut.

Even before Russia’s Feb. 24 invasion of Ukraine, Vande Hei said he was avoiding the subject with his two Russian crewmates. Despite getting along “fantastically … I’m not sure we really want to go there,” he said.

It was the first taste of gravity for Vande Hei and Dubrov since their Soyuz launch on April 9 last year. Shkaplerov joined them at the orbiting lab in October, escorting a Russian film crew up for a brief stay. To accommodate that visit, Vande Hei and Dubrov doubled the length of their stay.

Before departing the space station, Shkaplerov embraced his fellow astronauts as “my space brothers and space sister.”

“People have problem on Earth. On orbit … we are one crew,” Shkaplerov said in a live NASA TV broadcast Tuesday. The space station is a symbol of “friendship and cooperation and … future of exploration of space.”

The war tensions bubbled over in other areas of space with the suspension of European satellite launches on Russian rockets and the Europe-Russia Mars rover stuck on Earth for another two years.

Vande Hei surpassed NASA’s previous record for the longest single spaceflight by 15 days. Dubrov moved into Russia’s top five, well short of the 437-day, 17-hour marathon by a cosmonaut-physician aboard the 1990s Mir space station that remains the world record.

“Broken records mean we’re making progress,” said NASA’s previous space endurance champ, retired astronaut Scott Kelly, whose 340-day mission ended in 2016.

Like Kelly, Vande Hei underwent medical testing during his long stay to further NASA’s quest to get astronauts back to the moon and on to Mars. He said daily meditation helped him cope during the mission, twice as long as his first station stint four years earlier.

“I’ve had an indoor job 24-7 for almost a year so I am looking forward to being outside no matter what kind of weather,” Vande Hei said in a recent series of NASA videos. As for food, he’s looking forward to making a cup of coffee for himself and wife Julie, and digging into guacamole and chips.

Remaining on board: Three Russians who arrived two weeks ago and three Americans and one German, who have been aboard since November. Their replacements are due in three weeks via SpaceX. Next week, SpaceX will fly three rich businessmen and their ex-astronaut escort to the station for a weeklong visit arranged by the private Axiom Space.

Elon Musk’s SpaceX began transporting NASA astronauts to the station in 2020, nine years after the shuttle program ended. During that gap, Russia offered the lone taxi service, with NASA shelling out tens of millions of dollars per Soyuz seat. Vande Hei’s ride was part of a barter exchange with Houston-based Axiom.

Modi for transforming Bay of Bengal into a bridge of connectivity

Indian Prime Minister Narendra Modi on Wednesday called upon fellow leaders to strive to transform the Bay of Bengal into a bridge of connectivity, prosperity and security among the BIMSTEC-member countries.

In his intervention, the Indian Prime Minister underscored the importance of enhanced BIMSTEC regional connectivity, cooperation and security, and made several suggestions in this regard.

Prime Minister Sheikh Hasina, her Indian counterpart Modi along with other leaders also witnessed the signing of three BIMSTEC agreements which represent progress being achieved in ongoing cooperation activities.

These are BIMSTEC Convention on Mutual Legal Assistance in Criminal Matters; BIMSTEC Memorandum of Understanding on Mutual Cooperation in the field of Diplomatic Training and Memorandum of Association on Establishment of BIMSTEC Technology Transfer Facility.

The main outcome of the Summit was the adoption and signing of the BIMSTEC Charter, which formalizes the grouping into an organization made up of member states that are littoral to, and dependent upon, the Bay of Bengal.

Prime Minister Modi virtually participated in the 5th BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) Summit hosted by Sri Lanka.

Prior to the 5th BIMSTEC Summit, preparatory meetings at the Senior Official and Foreign Minister levels were held in Colombo on March 28 and 29 in the hybrid mode.

The Summit’s theme “Towards a Resilient Region, Prosperous Economies, Healthy People” captured the main current priorities of member states, and the efforts by BIMSTEC to develop cooperation activities that support member state’s programmes to deal with the economic and development consequences of the Covid-19 pandemic.

The Summit also saw considerable progress being achieved in the BIMSTEC connectivity agenda with the adoption of the ‘Master Plan for Transport Connectivity’ by Leaders which lays out a guidance framework for connectivity related activities in the region in the future.

Bill placed in JS to bring discipline in private medical, dental colleges

The Private Medical College and Dental College Bill, 2022 was placed in Parliament on Wednesday to ensure discipline in private medical and dental colleges by bringing those under a law instead of two separate guidelines.

Health Minister Zahid Maleque placed the Bill and it was sent to the respective Parliamentary Standing Committee for further scrutiny. The committee was asked to submit its report within 60 days.

The country’s private medical and dental colleges are now operated under the Private Medical College Establishment and Operation Guidelines, 2011 and Private Dental College Establishment and Operation Guidelines, 2009.

As per the bill, a private medical or dental college must have at least 50 students while its teachers-students ratio will have to be 1:10 as per the proposed law.

A medical college needs to have at least two acres of land in any metropolitan area while the land requirement for the dental college is one acre.

For setting up a medical college outside any metropolitan area, the land requirement is four acres and it is two acres for a dental college.

For establishing a medical college, an amount of Tk 3 crore will have to be deposited with any commercial bank and Tk 2 crore for a dental college as reserve funds.

The proposed law says any medical college must have one lakh square feet of space for academic purposes and another one lakh square feet of space for hospital purposes. For a dental college, the hospital space has to be 50,000 square feet.

The authorities concerned will inspect such colleges and hospitals from time to time.

The medical and dental colleges will have to be affiliated with any public university, as per the proposed law.

The government will fix the academic fees for medical and dental colleges.

Besides, private medical college or dental college authorities will have dispose of their wastes in a scientific manner.

In the case of violation of the law, the maximum punishment will be two years of imprisonment or a fine of Tk 10 lakh or both.

Currently, there are some 70 private medical colleges and 26 private dental colleges in the country.

BNP’s mass-hunger strike Saturday to protest price hike

BNP will observe a five-hour mass-hunger strike on Saturday in the capital to protest the growing price hike of key commodities and utility services.

Party Secretary General Mirza Fakhrul Islam Alamgir announced the programme at a press conference at its Nayapaltan central office on Wednesday.

He said the programme will be observed from 10am to 3pm in front of their party’s Nayapaltan central office.

“We had a joint meeting of our party’s Dhaka north, south units and all the associate bodies. We’ve decided to observe a mass hunger strike on April 2 in Dhaka city,” Fakhrul said.

He said they have sought permission from the authorities concerned to hold the programme in front of their party office.

The BNP leader alleged that the common people have been going through serious ordeals over the last two months as the prices of most essential commodities, including rice, soybean oil, sugar, pulses and vegetables have gone beyond their buying capacity.

The prices of all essential food items have gone up several times while the gas companies have made new proposals to increase the gas tariffs,” he said.

The BNP leader alleged that a fresh move was taken to increase the gas and power prices only to create a scope for the ruling party-backed businessmen and some individuals to make a quick buck.

JS passes bill to make Bangladesh museums more dynamic

The Bangladesh National Museum Bill, 2022 was passed in parliament on Thursday to make the country’s museums more dynamic and vibrant.

State Minister for Cultural Affairs KM Khalid moved the Bill in the House and it was passed by voice vote.

The Bangladesh National Museum Bill, 2022 has replaced the1983 ordinance in this regard.

The highest punishment for museum-related crimes is 10 years’ jail, Tk 10 lakh fine or both as per the proposed law which would be applicable for other museums alongside the National Museum.

Financial interoperability necessary for growth economy; Dr Atiur

Former Governor of Bangladesh Bank Dr Atiur Rahman said ‘financial interoperability’ is necessary for maximizing the benefits of financial inclusion.

Mobile money interoperability allows customers of different mobile financial services providers to interact with each other.

“This will impart dynamism in the economy and growth will be further strengthened,” he said.

Dr Atiur also noted that due to the rolling out of services like Mobile Financial Service (MFS) and agent banking, financial inclusion has been simplified in the country.

He was addressing the inaugural session of a training programme titled “Financial Interoperability in Bangladesh: Challenges and Way Forward” as the chief guest, organized jointly by the Policy Research Institute (PRI) and the Economic Reporters’ Forum (ERF), at the ERF auditorium in the capital on Wednesday.

Presided over by ERF vice president and AFP Bureau Chief Shafiqul Alam, ERF general secretary SM Rashidul Islam delivered the welcome speech.

PRI Research Director Dr Abdur Razzaque, Dhaka University Economics Department Prof Dr Bazlul H Khondker and Bangladesh Bank executive director Debdulal Roy made deliberations in the technical sessions of the programme.

Financial interoperability is such a scope which could be utilized later on after exchanging information from one system to another or making transactions, speakers said at the function.

It is like the scope for holding direct transactions between the clients of two separate MFS companies as well as the scope for transferring amounts between the clients of two separate banks, they said.

Currently such kind of transaction is called interconnectivity. The Bangladesh Bank launched interoperability among the MFS companies in October 2020, but it was halted within hours of its launching. Since then, the service is yet to be restored, they added.

Dr Atiur also said financial interoperability is necessary to adapt with the evolving changes adding that measures should be taken so that the common people can make transactions in the normal shops through scanning QR codes.

“There is also a demand for this, but the government will have to develop necessary infrastructures in this regard, which also requires investment. The Indian government has invested a lot in introducing such a system. Bangladesh also needs to do the same,” he added.

He opined that if the private companies make the investment instead of the government, then they would charge the clients against their will. “It will create doubt about the sustainability of the system. For this, there is a need to make proper allocations in the budget,”

Debdulal Roy said whatever transaction and exchange of information are taking place in the country’s financial sector is not interoperability, rather it is interconnection.

“Now, time has come for going towards interoperability. It will make transactions multidimensional and thus will boost the strength of the economy,” he added.

Momen urges Sri Lankan businesses to invest in Bangladesh

Foreign Minister AK Abdul Momen has invited Sri Lankan businesses to invest in Bangladesh in potential areas availing of facilities that Dhaka offers with comparatively higher rate of return.

“Bangladesh is a land of opportunity. Bangladesh offers lucrative package for the foreign investors,” he told Sri Lanka business community at Bangladesh-Sri Lanka business roundtable held in Sri Lankan capital city on Wednesday.

Secretary (East) Mashfee Binte Shams, Rector of Bangladesh Foreign Service Academy Asad Alam Siam and High Commissioner of Bangladesh to Sri Lanka Tareq Md Ariful Islam were also present at the event and had interaction on trade and investment related issues.

Momen presented the business and investment facilities of Bangladesh to the Sri Lankan business community and invited them to enhance trade and investment with Bangladesh.

He also proposed to have exchange between business communities of the two countries to utilize each other’s best possible facilities for mutual benefits.

Momen said the two sides should exchange business delegations and find ways of collaboration as there are many opportunities to work together.

He mentioned some areas including healthcare, IT, pharmaceuticals where the two sides can collaborate more. “Just go (to Bangladesh) and see. There are many areas where opportunities exist.”

Highlighting Bangladesh’s socio-economic development, the foreign minister said Bangladesh witnessed significant progress with massive infrastructure development over the last 12 years.

Secretary (East) Mashfee said Bangladesh’s agriculture sector has been very successful and Bangladesh welcomes investment and collaboration in agro processing, food processing and packaging industry.

Sri Lankan businesspeople, who are already doing business in Bangladesh, appreciated business environment here and expressed satisfaction over the return of investment.

Both sides discussed ways for greater connectivity on all fronts as Bangladesh sees connectivity brings productivity.

They also laid emphasis on regular commercial shipping line and cruise shipping between ports of Chattogram and Colombo.

Momen visited Bangladesh High Commission in Colombo and attended a dinner hosted by the high commissioner at his residence.

The foreign minister, who attended the 5th BIMSTEC SUMMIT in Colombo, is expected to return to Dhaka on Thursday.

PM calls for rebuilding a resilient Bay of Bengal region for common benefits

Prime Minister Sheikh Hasina on Wednesday called for collective efforts of the seven Bay of Bengal countries at tapping the full potentials of the region for the benefits of their people.

“We need to find common strategies to rebuild a sustainable and resilient Bay of Bengal region by tapping the full potentials of the region,” she said while addressing the 5th BIMSTEC Summit that opened in Sri Lankan capital Colombo.

Joining the summit virtually from her official residence Ganobhaban the prime minister said that the summit meeting gives an opportunity to expedite the collective efforts and find out common solutions to the multiple challenges.

BIMSTEC of Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation comprises Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand bringing together 1.54 billion people of the resource-rich region.

Sri Lanka is hosting the 5th BIMSTEC Summit in hybrid mode with the theme “BIMSTEC-Towards a Resilient Region, Prosperous Economies and Healthy Peoples.” Sri Lankan President Gotabaya Rajapaksa formally inaugurated it.

The Bangladesh leader said that the huge population of the region is “not only a challenge but also an opportunity.”

Hasina said the forum is an appropriate leverage for mutual benefits to address post COVID-19 challenges as well as the impacts of political crisis in the West.

She said that the Summit is taking place at a time when the world is going through turmoil due to Russia-Ukraine war and its aftermath.

She said the war has pushed the world towards a “fresh debacle impacting fuel and food supplies and soaring prices of essentials” just when it started recovering from the devastating pandemic.

The prime minister said that the livelihoods of people, especially of countries like BIMSTEC, have started becoming tougher with the price hike of essentials.

She said that Bangladesh has been committed to regional cooperation since its Independence.

In this connection, she said that the Father of the Nation Bangabandhu Sheikh Mujibur Rahman first dreamt of regional cooperation through working with neighbours in South Asia.

She mentioned that Bangladesh’s joining of BIMSTEC forum as a founding member in 1997 was an extension of the legacy of Bangabandhu’s dream.

The prime minister urged the BIMSTEC leaders to pledge for

a) Immediate implementation and operationalization of all agreed decisions like BIMSTEC FTA, BIMSTEC Centers and entities like Disaster Management Center, Energy Center, Cultural Commission etc.,

Connectivity Projects, Energy Grid Connectivity with a view to bringing immediate tangible benefits for our peoples.

b) Completion of the process of all other legal instruments and policy documents that are already underway but not yet finalized by pushing the organization’s momentum on a fast track.

c) Empowering the organization to engage in creative and innovative process by expanding its partnership and outreach with relevant entities outside of BIMSTEC with a view to addressing emerging threats and seizing new opportunities.

The PM took the opportunity to explain how Bangladesh underwent a phenomenal transformation in socio-economic front during the last one decade while upholding democratic polity.

She mentioned that the rate of poverty came down from 41.5 per cent to 20.5 per cent and extreme poverty from 25.1 per cent to 10.5 per cent during this period.

She also said that per capita income more than tripled to USD 2,591. The infant mortality rate fell to 23.67 per 1,000; maternal mortality rate to 173 per 100 thousand live births and life expectancy rose to 73 years.

The prime minister said that Bangladesh is now one of the top five fastest growing economies in the world.

“Even during the COVID-19 pandemic, we maintained a 6.3 per cent growth last year. Just last week, we brought 100 per cent population under electricity coverage. The UNGA has granted us the final approval of graduation from the status of LDCs.”

Hasina said that Bangladesh is the lead country for Trade and Investment within BIMSTEC and urged upon the leaders to extend support to implement BIMSTEC Framework Agreement on Free Trade Area (FTA) signed in 2004 for operation of tariff free trade among the member states.

Conclusion of some essential constituent legal instruments of the FTA is required. Some progresses have been made in finalising the Agreement on Trade in Goods and Rules of Origin, by the relevant sectoral working group led by Bangladesh. I seek support from the distinguished leaders to expedite the process, she added.

She also said that Multimodal Transport Connectivity is another vital component of BIMSTEC Cooperation and the government is committed to linking Bangladesh with the countries in the Bay of Bengal region.

She welcomed the adoption of the BIMSTEC Transport Connectivity Master Plan formulated by the Member States with technical assistance of the Asian Development Bank.

“I strongly believe the Master Plan will facilitate regional integration in the Bay of Bengal Region.”

“Cooperation in Energy sector is a very vital component for our development and survival. We have to take new and collective initiatives for innovation and renewable energy.”

She reiterated Bangladesh’s commitment to maintain security and stability in the region within the framework of BIMSTEC Cooperation and Security Mechanism.

“We are working and taking part in all activities and events under the BIMSTEC Convention on Counter Terrorism and Convectional Crimes (CTTC),” she said.

She also urged the leaders to reiterate the collective commitments at the summit to revitalize the organization with a view to making the process fully functional by activating all 14 sectors of cooperation.

Foreign Minister Dr AK Abdul Momen joined the summit in person, while Foreign Secretary Masud Bin Momen joined virtually.

3rd phase of Ashrayan-2: some 65,474 families to get sustainable houses

The government has raised the cost and brought changes in design to make Ashrayan houses more sustainable and resident-friendly.

Now the landless and homeless people will get better quality abodes along with at least two decimals of land.

Some 65,474 houses are now being constructed with new design and higher cost. The homeless families will get the houses in the third phase of Ashrayan-2 Project.

The cost against each house has been increased to Tk 259,500 from Tk 190,000 to make the houses more durable and spectacular, said Senior Secretary of Prime Minister’s Office Md Tofazzel Hossain Miah.

Besides, portable houses are given to homeless families staying in Char lands so that they can move their house during soil erosion, he said.

Project Director of Ashrayan-2 Abu Saleh Mohammad Ferdous Khan said the houses which are being constructed in the third phase will be more sustainable.

“The cost against each house was increased by Tk 69,000 and changes were made in structural design to make the house more long-lasting,” he said while visiting 64 houses at Gohailbari Ashrayan site in Shimulia Union under Ashulia circle in Savar Upazila of Dhaka district on Wednesday.

“We will hand over the third phase houses as soon as possible,” said the Project Director.

Earlier, a total of 117,329 pucca-houses with two decimal of lands were provided to the landless and homeless people as the gift of Prime Minister Sheikh Hasina under Ashrayan-2 project in the first two phases in 2021 on the occasion of Mujib Year.

As of the current fiscal year, Tk 3,971 crore has been allocated for construction of the houses to implement Sheikh Hasina’s dream to keep no homeless people in the country, according to the Ashrayan factsheet.

Since the Ashrayan houses are constructed on Khas lands and purchased lands, a total of 155 acres of lands were purchased across the country.

The allocation against the purchased lands is Tk 109 crore and some 6,891 families are being rehabilitated in the purchased lands.

Besides, 155 acres of Khas lands were recovered from illegal occupants in the Mujib Year and the market prices of the Khas lands is approximately Tk 2,967 crore.

Sheikh Hasina-led government launched Ashrayan project in June 1997 and some 35 lakh people of 708,003 homeless families have so far been rehabilitated with domiciles.

US actress to star opposite Shakib Khan in upcoming film

US television actress Courtney Coffeyy will share the screen with Shakib Khan in his upcoming film.

The film ‘Rajkumar’ will be directed by Himel Ashraf.

The announcement was done in an event at World Fair Marina Convention Hall in New York on Tuesday.

‘Rajkumar’ will be produced under the banner of SK Films, Shakib Khan’s production company.

He said, “The world cinema market has become more advance now. We are still far behind. Many people are reluctant to invest on large scale films. I am producing this film with a challenge.”

Shooting for this film will begin soon, said director Himel Ashraf.

This will be the debut for Courtney Coffeyy in Bagladeshi films. Besides TV acting she is a regular theater artist.

BIMSTEC Summit: Leaders set to sign BIMSTEC Charter Wednesday

Leaders of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) are set to sign the BIMSTEC Charter at the 5th Summit to be held in Sri Lankan capital city on Wednesday.

Prime Minister Sheikh Hasina and her Indian counterpart Narendra Modi will be joining the Summit, hosted by current BIMSTEC chair Sri Lanka in virtual mode, from Dhaka and New Delhi respectively.

BIMSTEC Convention on mutual legal assistance in criminal matters will be signed by the Ministers of Foreign Affairs, Minister of Justice or the nominated signatories of the BIMSTEC Member States.

Foreign Minister Dr AK Abdul Momen is leading a Bangladesh delegation at the Summit in person.

Momen said Bangladesh is committed to the security and stability of the region within the framework of BIMSTEC Convention on Counter Terrorism and Transnational Crime and annual Consultation Mechanism of BIMSTEC National Security Advisors Forum.

“I am happy to note that our leaders will be approving and watching the signing of the BIMSTEC Convention on Mutual Legal Assistance in Criminal Matters at the 5th BIMSTEC Summit tomorrow (Wednesday),” he said.

The foreign minister said senior officials’ meeting held on Monday recommended some important documents for consideration and onward recommendation to the Summit.

“BIMSTEC Charter is one of them which will place the organization’s activities on a more structured and rule based platform,” Momen said.

Memorandum of Association (MoA) on the Establishment of BIMSTEC Technology Transfer Facility (TTF) in Colombo, Sri Lanka will be signed by Ministers of Foreign Affairs or the nominated signatories of the BIMSTEC Member States.

On the other hand, Memorandum of Understanding (MoU) on Mutual Cooperation between Diplomatic Academies/Training Institutions of BIMSTEC Member States will be signed by the Minister of Foreign Affairs or the nominated signatories of the BIMSTEC Member States.

Later, a declaration of the 5th BIMSTEC Summit will be adopted.

President of Sri Lanka Gotabaya Rajapaksa will deliver opening and closing remarks as the Chairman of BIMSTEC.

The Covid pandemic related challenges, and the uncertainties within the international system that all BIMSTEC members are facing, imparts greater urgency to the goal of taking BIMSTEC technical and economic cooperation to the next level, according to the Indian External Affairs Ministry.

This is expected to be the main subject of deliberations by the leaders at the Summit, it said.

The leaders are also expected to discuss the establishment of basic institutional structures and mechanisms of the group.
