Dhaka: Speaker Hafiz Uddin Ahmad, Bir Bikram, announced that the 13th Jatiya Sangsad is committed to strengthening public trust by implementing a people-oriented governance system. Addressing an orientation programme for parliament members on 'Constitution, Rules of Procedure and Parliamentary Activities' held at the parliament's oath-taking room, Speaker Ahmad emphasized the importance of public trust and confidence in maintaining the dignity of the parliament, beyond its constitutional authority.
According to Bangladesh Sangbad Sangstha, the orientation programme featured Deputy Speaker Barrister Kayser Kamal as the chair and Secretary of the Parliament Secretariat Barrister Golam Sarwar Bhuiyan delivering the welcome address. The event was attended by special guests including Chief Whip Nurul Islam Moni and Leader of the Opposition Dr. Shafiqur Rahman.
Speaker Ahmad highlighted that the parliament operates under the constitution and relevant legal frameworks, stressing that a clear understanding of the Rules of Procedure is crucial for members to effectively perform their duties. He described the Rules of Procedure as essential tools rather than mere administrative formalities, necessary for the proper submission of motions and scrutiny of bills.
Emphasizing the core responsibilities of the parliament, the Speaker noted that lawmaking, oversight, and ensuring accountability of the executive are key functions carried out by Members of Parliament (MPs). He underlined that the parliament relies not only on political consensus but also on constructive participation from both the treasury bench and the opposition, in line with procedural rules, public engagement, and effective legislation.
The United Nations Development Programme (UNDP) and the Embassy of Switzerland are supporting efforts to enhance parliamentary participation and accountability through the 'Strengthening Institutions, Policies and Services (SIPS)' programme, aiming to meet public expectations.
Chief Whip Nurul Islam Moni pointed out that the learning programme will offer detailed discussions on the Constitution, Rules of Procedure, and parliamentary conventions, thus contributing to the democratic institutionalization, strengthening parliamentary effectiveness, and ensuring good governance.
Leader of the Opposition Dr. Shafiqur Rahman highlighted that the parliament operates with taxpayers' money, emphasizing the importance of ensuring good governance, economic reforms, and sustainable democracy. The two-day orientation course was attended by Members of Parliament from constituencies Mymensingh-6 to Chattogram-5 and Bandarban, as well as women MPs from reserved seats.
