DHAKA, Dec 26, 2016(BSS)- A delegation of Jatiya Samajtantrik Dal (JSD)led by its president and Information Minister Hasanul Haq Inu, MP, met President Abdul Hamid and submitted a 7-point charter regarding the formation of the Election Commission (EC).
The proposal said that they had suggested formation of a specific law under Article 118 of the Constitution for the formation of the EC.
They had made the same demand in 2011 but due to the situation prevailing then it could not be implemented. However, they appreciated the formation of the EC through a gazette notification then.
The 7-point demands JSD made were:
The EC should comprise of people who believe in the four state principles.
Specific law should be made for the formation of the EC under Article 118 of the Constitution.
Before the law is framed a committee comprising of a judge of the Appellate Division, another judge from the High Court Division and a person holding a constitutional post should be formed to create a search committee.
In accordance with Article 118 of the Constitution the new EC should be formed six months before the expiry of the old one to frame electoral laws.
The Search Committee can seek proposal from political parties, social and civic organizations and any registered voter regarding the Chief Election Commissioner and other Election Commissioners. The Search Committee will create a panel of three persons for every post and submit it to the president. The Selection Committee on the basis of two-third majority opinion shall send a preliminary list of 15 persons to the president for perusal.
The list should also be made public. The Honorable president shall select five commissioners including a chief election commissioner and create the commission.
At least one of the five commissioners should be a woman.
