DHAKA- The Election Commission (EC) has planned to hold talks with the registered political parties in September to ensure the upcoming 11th parliamentary elections credible and acceptable to all.
"Besides, the election commission will also arrange view-exchange meeting with other stakeholders, civil society members, journalists and members of different development agencies to finalise a proposal for arranging a time-befitting Jatiya Sangsad polls in a credible manner," EC Secretary Mohammad Abdullah told BSS recently.
He said a draft roadmap or work plan has already been prepared in this regard and it would be submitted on commission meeting on May 14 for the approval.
About the talks with the parties and other stakeholders, the EC secretary said, "The EC wants to bring some necessary amendment to its existing law and a draft will be prepared before it."
The 11th Jatiya Sangsad election will be held between October 30, 2018 and January 28, 2019 under the incumbent EC.
Giving priority to the top five components of parliamentary elections before voting, a work plan has been taken to complete the works before August 2018.
According to roadmap, the commission would formulate draft to amend proposed laws and regulations within August this year and will fix schedule for holding talks with political parties, civil society and journalists.
In November, the draft laws will be sent to the Law Ministry and in December, it will be finalized.
Besides, the roadmap contains delimitation of constituencies between August and November this year, registration of new political parties between October and February next year, updating voter list and sending CD of constituency-wise voter list for candidates to grassroots between September and August, printing of elections materials and sending to grassroots between January next and October.
As per the roadmap, all ballot boxes will be made useable at least 30 days before voting, Gazette of vote centers will be published and sent to all concerned between June next year and 25 days before announcement of election schedule.
Printing of election manuals and directories would be completed between July 2018 and 20 days before announcement of election schedule, management of showing election results though digital monitors at Shahbagh, Gulistan and Motijheel will be taken 15 days before announcement of election schedule.
Besides, the roadmap contains setting up scroll at Election Bhaban's outside wall to show election results, preparing budget and allocation, completing inter-ministerial activities, making EVM useable, appointing election officer and fixing of dates for meetings with political parties, non government organizations, journalists and representatives of civil society.
Issues of appointing law enforcing agencies and meetings, training and briefing, election campaigning activities, election campaign of political parties, appointing local and foreign observers of EC and private levels, strengthening telecommunication system, activities of disseminating unofficial primary results, colleting reports of situation of election area in electronic system, forming election cost monitoring committee and holding ICT facilities are in the roadmap.
