Chief Minister of the Madhes Province, Satish Kumar Singh, has said the province government is abiding by policy commitments and resolutions for achieving economic and social transformations.
At a programme organised to unveil the achievements of the government in 100 days in the office today, the Chief Minister said good governance, and development is the priorities of the government and it is functioning being based on long-term plans capable of bearing results with the realization of its accountability and responsibility to the province and province citizens.
He said the government could present the budget for the current fiscal year 2081-82 BS (2024-25), prepare and get endorsed the Appropriation Bill on time with the implementation of measures to deal with challenges in the budget implementation.
Structural and managerial adversities, challenges in employees, availability of limited human resources, lack of experience, and minimum economic resources are the limitations of the government, according to
the Chief Minister.
Unclear constitutional provisions, the absence of federal laws, obstacles in the implementation of existing laws, and the absence of required province laws have affected the delivery of the province government, he complained.
“A rapid and result-oriented approach has been focused on the province’s administrative reforms, good governance, prosperity, and self-sufficiency,” he said.
He said he is pleased to feel the growing trust and continued confidence of the Madhes citizens in the government.
Despite ill efforts to develop a negative perception of federalism this or that way have been countered due to the citizen’s wider support, trust, and cooperation, according to him.
The government is committed to a clear vision, priorities, and strategies for the successful implementation of development plans, he added.
He pledged to act in a multi-dimensional way to meet the aspirations for durable peace, good governance, development, and prosperity and for building a strong, self-sufficient,
and progressive economy for the province.
Noting that a situation has been prepared wherein transparency and timeline would be maintained, the Chief Minister rued all the works at the Province Public Service Commission were obstructed due to the position of the Chair and one Member remaining vacant, although the Commission becoming committed to promoting the merit system and making the public administration capable and service-oriented.
He added that the Commission also aims to maintain fairness and impartiality in the selection of qualified candidates in the province civil service, other government services in the province, the services of the province corporations and the local service.
Chief Minister Singh shared on the occasion that the Commission has also initiated regular and consistent dialogue with the civil society in order to reflect the aspirations of the grassroots in its plan and policy-making.
“We have prioritized appointment through promotions which was on hold for long time, based on emplo
yees’ interests, capacity, experience and training, and also have been managing the employees’ transfer in a way enhancing their motivation and self-confidence,” he explained.
Chief Minister Singh expressed his dismay over the various sorts of hurdles surfacing in the provincial government’s works like service delivery, operating development projects and construction of infrastructures due to the lack of laws.
He informed that the province government has been carrying out works including construction of a recovery centre at the government level itself for the rehabilitation of drug users, expressing concern over the increasing number of drug users in the province.
Province Minister for Home, Communication and Law Raj Kumar Lekhi, Minister for Physical Infrastructure Saroj Kumar Yadav, Minister for Social Welfare Pramod Jayaswal, Minister for Health and Population Shatrughan Prasad Singh, among other government officials were present on the occasion.
